ORDER:

In the G.O. first read above orders were issued to the effect that the Telugu Language shall, and the English language shall not be used for official correspondence within the State and for issue of all orders of Government and the use of English language shall be restricted to correspondence with the Government of India, other Governments and Non-Telugu addresses outside the State of Andhra Pradesh. Accordingly, in the G.O. second read above amendments were issued to the A.P. Secretarial Service Rules providing for ,1ppointment or candidates possessing Typewriting and Shorthand by Higher Grade in Telugu besides Typewriting and Shorthand in English by Lower Grade as Senior Stenographers. According to the provisions in the A.P. Ministerial Service Rules candidates who passed the Government Technical Examination in Shorthand and Typewriting by Higher Grade in Telugu arc also equally eligible for appointment as Senior Stenographers against the posts in Heads of Departments and Directorates etc.,

It was brought to the notice of Government that no candidates possessing the above prescribed qualifications in Telugu Language was selected and allotted for appointment from the candidates who appeared for the examination conducted by A.P.P.S.C. as announced in Notification No.3/92 The Secretary, A.P. Public Service Commission, in his letter third read above has intimated that all the Unit Officers including General Administration Department sent their requisitions to select only English Stenos and no Single requisition has been received from any Unit Officer to select Telugu Steno. When the rules provide for appointment of candidates possessing Higher Grade Shorthand and Typewriting in Telugu language, denial of appointment on the ground that no requisition has been received from any Unit Officer to select Telugu Steno is not proper.

3. After careful examination of the above issue and also having regard to the policy enunciated in the G.O. first read above and also the provisions existing in the Special Rules governing the posts of Senior Stenographers it is hereby decided to authorise the recruiting agency i.e., Andhra Pradesh Public Service Commission for selection and allotment of candidates possessing the prescribed qualifications in Telugu also to the offices of Heads of Departments and Directorates as Senior Stenographers through the Unit Officers specifically asked for English Stenographers.

4. The A.P. Public Service Commission is therefore requested to take necessary action for allotment of candidates possessing the requisite qualifications in Shorthand and Typewriting in Telugu as prescribed in rules for appointment as Senior Stenographers.

5. The above decision is also applicable for selection and allotment of candidates who appeared for the examination conducted by the A.P. Public Service Commission pursuant to the notification issued for direct recruitment to the posts of Senior Stenographers in Advertisement No.3/92.
