Automatic Advancement Scheme - Important Points

1.       Overview and Reference:

The Automatic Advancement Scheme was introduced in the year, 1981 vide GO.Ms.No. 117, F&P (W.PRC I) department, dated 25-5-1981 with effect from 1-4-1981.  The scheme is introduced to provide relief to the employees from stagnation of the promotions/services.

2.      Important Points:

01)   Employees promoted on regular line but relinquishes his/her promotion and asks for reversion; they are not eligible for special grade - SPP I & II under A.A.S. - CircularMemo. No. 216- A2/PC /A2/2007-l, F (PC- II) dept., dt 23-3-2007, Govt. Memo.No. 007/375/ PPC 1/88, F&P dept., dt 26-10-1988.

 

02)   Employee holding special grade scale post, but relinquishes promotion can continue in special grade post, but not eligible for SPP I or II - Circular Memo. No.216- A2/PC-II/2007-l, F (PC-II dept., dt 23-3-2007.

 

03)   Employee in special promotion post scale-I in the lower category, if relinquishes promotion in regular line, can continue in SPPI post scale, but not eligible for SPP II scale - Circular Memo. No.216- A2/PC-II/2007-l, F (PC-II) dept., dt 23-3-2007.

 

04)   If an employee is promoted from SPP-II to regular line of promotion, is not eligible for further benefits of Automatic Advancement Scheme in the promotion post as he has already availed SPP-I and SPP-II Scale.

 

05)   An employee who is not considered for promotion in the regular line by Departmental Promotion Committee due to pendency of disciplinary case is not eligible for special grade scale as his case is not considered for promotion due to misconduct.

 

06)   The benefit of pay Fixation under FR 23-B shall continue even if the employee has enjoyed special grade scale -SPP I.

 

07)   Specific guidelines are issued in GO.Ms.No. 93, (PC II), dt 3-4-2010 for stepping up of senior drawing less pay than junior.

 

08)   Service for the purpose of Automatic Advancement scheme will be Incremental Service. In case of instances where increments are not drawn as the individual had reached the maximum and exhausted even the stagnation increments, it is clarified that the service to be reckoned shall be the service that is normally taken into account for grant of increment. The actual drawal of increments need not be insisted - Circular Memo. No. 038035/199/PC-II/2008, dt:19-09-2009 issued in supersession of Govt. Memo.No.24996/189/PC-II/2006, dt:01-11-2006.

 

09)   Increments - Stoppage: The period of stoppage of annual grade increments without cumulative effect will count for Automatic advancement scheme - Circular Memo.No. 41082/574/A.l/PC II/95 & F&P (FW PC 11), dt 30-12-1996.


10)   Who is appointing authority? - Appointing authority is competent to appoint for special grade posts - GO.(P) 290, F&P dept., dt 22-07-1999 read with GO.Ms.No. 177, F&P, dt 25-05-1981.

 

11)   Attenders & Record Assistant - Combined Service: The services of an employee in the post of an Attender and Record Assistant, both put together will count for Automatic advancement scheme pay fixations in such cases will be done under FR 22 (a) (i) and FR 31 (2) only FR 22 (B) will not apply in this case - GO. (P) 241, Financedept., dt 28-9-2005.

 

12)   The period of punishment of withholding increment with cumulative effect will not count for Automatic advancement scheme. - Circular Memo. No. 41082/ 574-A/PC 11/95 F&P (FW.P.C. II) dept., dt 30-12-1996.

 

13)   Apprentice Period & AAS: The apprentice period of two years of teachers counts for the purpose of Automatic advancement scheme - GO.Ms.No. 38, Edu (Ser.III) EducationDepartment, dt 26-5-2007.

 

14)   The employees on completion of 45 years of age are exempted from passing of the departmental tests as prescribed in the service rules in order to get one level promotion such people can also be appointed to SPP also under automatic advancement scheme with certain conditions - GO.Ms.No. 225, GAD, dt 18-05-1999.

 

15)   Seniors & Juniors: Seniors who were on promotion to the next higher post in the regular line on the date on which the juniors were appointed to the SPP Scale II shall be entitled to the SPP II Scale from the date on which the juniors were appointed to SPP Scale II. They shall also be entitled to have their pay fixed from that date in the SPP Scale II in terms of F.R. 22 (a) (i) read with FR 31(2) – GO (P) No.75, Finance & Planning, (FW PC II) dept., dt 22-2-1994.

 

16)   It is clarified by the government in letter No. 14531/ 140/PC 11/2008-2, Finance department dt:18-2-2009 addressed to the Deputy Accountant General that "the main intention of Automatic Scheme is to relieve stagnation in service and also to ensure that employees with limited promotional opportunities are assured of atleast increase in emoluments as compensation for lack of promotions atleast (3) times in the total service. But there is no cap for giving more than 3 grades in his entire service".

 

17)   It is laid down in sub rule (4) of Rule 10 of A.P. School Education dated 25-7-2005; that the candidates who were appointed as teachers by direct recruitment on attaining the age of 50 years shall be exempted from passing the departmental tests referred to in sub-rule (1) for the purpose of promotion and not for automatic advancement scheme. - Govt. 18)   Clarifications orders on date of Increments are given in Memo. No. 038035/199/PC II/2008, Finance (PC II) dept., dt 19-09-2009.

 

19)   If any employee completes 10/15/22/8/16/24 years during joining time, he is eligible for appointment to Automatic Advancement Scales from the due date in joining time. - Govt. Memo No. 18875/119/Admn.II/97, dated 26-07-1997.

 

20)   If any wrong fixation is made, the employees are liable for recovery of wrong fixations. (Govt. Circular Memo.No.37806/A l /399/PC 11/96, dated 16-09-1997).

 

21)   After fixing the pay in Special Grade/SPP I/SAPP 1/SPP II/SAPP II scales, if any employee reaches the maximum of time scale in that post, such employees are entitled to stagnation increments. (Memo No. 16326/A/74/PRC 1/82-2, dated 20-01-1983).


22)   Pay drawn in Automatic Advancement Scales does not count for determination of Grade of an employee for Traveling Allowance. Ordinary scale attached to original post only will be considered.

 

23)   Service rendered in both posts of Typist and Asst/Jr. Asst/Jr.Stenographer and Sr. Stenographer and Sr. Asst. may be taken into consideration for appointment to Automatic Advancement Scales. (Memo No. 15685/Ql/94-2, dt. 3-1-95 of HM & FW (Ql) Dept.).

 

24)   Service rendered in the categories of Attender/Defedar/Jamedar put together or the service rendered in the categories of Attender and Record Asst. or Roneo Operator put together shall be reckoned for Automatic Advancement Scheme. But their pay shall be fixed under FR 22 (a) (i) read with FR 31 (2) only - GO.Ms.No.284, Fin & Plg., (FW. PRC I) Dept., Dt.06-01-1982; GO.Ms.No.91, Fin & Plg Dept., Dt.08-03-1989; GO.Ms.No.45 (PC.II) dt.15.02.1993; GO.(P) No.241, Finance (PRC.I) Dept., dt.28-09-2005.

 

25)   Spells of service in stoppage of increment without cumulative effect will also count for appointment in Automatic Advance Scheme (Cir.Memo.No.41082/574/AI/PC.II/95, Dt. 30.12.1996).

 

26)   The pay of the senior who is drawing less pay as a result of junior getting Automatic Advancement Scheme grades after introduction of modified Automatic Advancement Scheme, has to be stepped up on par with his junior subject to the following conditions –


i.        The senior should have been appointed to the Automatic Advancement Grades prior to 01-07-1992 and the junior should have been appointed to the modified Automatic Advancement Grades on or after 01-07-1992.

ii.      The senior should have been drawing equal or more pay than the junior on the date of appointment to the Automatic Advancement Grades Prior to 01-07-1992.

iii.    Both the junior and senior should belong to the same category.

iv.    The anomaly should be a direct result of junior getting the benefit in the modified Automatic Advancement Scheme.

v.      After stepping up the pay, the senior will earn next increment only after completion of the required period of service for increment.

vi.    These orders have come into effect from 01-07-1992 with Monetary Benefits from 01-04-1993 - GO(P) No.223, Fin & Plg., (FW-PC II), Dt:10-09-1996.

 

27)   The monetary benefit to these employees has to be allowed only from the date of resumption to duty after expiry of leave. (GM.No.41086-B/202/PRC.1/81, F&P, dt: 31-12-1981).

 

28)   If the period of training prescribed for direct recruitment is counted for drawl of increments in the time scale of the post the service rendered during the period of training can be reckoned for purpose of 10/15 years for appointment to Special Grade/SPP/SAPP (GM.No.10815/483/PRC 1/82, Fin & Pig, dt: 13-08-1982).

 

29)   The Senior Assistants, appointed to Special Grade/SPP/SAPP are eligible for Special Pay for handing cash as per order in GO.Ms.No.92, F&P, dt: 26-03-1980, GM.No.36231-B/79/PRC-I/82-1, Fin & Pig, dt: 11-10-1982.

 

30)   As per the orders issued in GO.Ms.No. 96, Finance (PC II) department, dated 20-05-2011, the periodicity of AAS is changed from 08/16/24 to 06/12/18/24 with effect from 01-02-2010.
