In the G.O. first cited above, orders were issued introducing Automatic Advancement Scheme w.e.f.1-4-1981. In the Govt. Order 3rd cited above, orders were issued liberalising the Automatic Advancement Scheme with effect from 1-7-1986 in the light of recommendations of P.R.C. 1986. In the G.O. 4th cited above, orders were issued modifying the Automatic Advancement Scheme in pursuance or the recommendations of P.R.C.1993 with effect from 1-8-1993. In the GO. 5th cited above, orders were issued to the effect that Revised Automatic Advancement Scheme in Revised Pay Scales, 1993 originally issued in G.O.(P)No.290, Finance (PC.II) Department, dated 22-7-1993 shall come into force w.e.f. 1-7-1992 instead of 1-8-1993, with monetary benefit from 1-4-1993.

According to the above scheme, the service that counts for increments shall only be reckoned as service for the appointment of Government employees to Special Grade/S.P:P.I under Automatic Advancement Scheme. In the Govt. Memo. Second cited, the Director Local Fund Audit was informed that in cases where an employee is punished with stoppage of increments without cumulative effect, the period of punishment will not qualify as service for purpose of computation of 10/15 years or service under Automatic advancement Scheme. In the case of penalty of stoppage or increment without cumulative effect, the increment stopped will be released after the prescribed period is over. In the reference 6th and 7th read above, a clarification was sought whether the period during which the increment has been stopped as a punishment without cumulative effect, can be reckoned for purpose of Automatic advancement Scheme.

The issue was examined again in consultation with General Administration Department and Law Departments. As per G.O. last cited, the stoppage or increments with cumulative effect is a major penalty under the A.P. Civil Service (CCA) Rules, 1991 and, therefore, the employee is not eligible for promotion appointment by transfer for which the number of years for which the increments is/are stopped with cumulative effect. Therefore, such service shall not qualify for computation of service under Automatic Advancement Scheme also. In the case of stoppage of increments without cumulative effect, the period of punishment is ultimately counted for regulating the subsequent increments. Thus, it has to be treated as a service which counts for increments and thus qualify as service for purpose of computation of qualifying service under Automatic Advancement Scheme.

Government, accordingly, clarify that the period during which the increments have been stopped without cumulative effect, will count for purpose of Automatic Advancement Scheme. In cases where the period of punishment with stoppage of increment with cumulative effect is imposed such service shall not qualify as service for purpose of computation of service for Automatic Advancement Scheme.
