ORDER:
According
to the instruction 7(a) and Note 2 thereunder of the Executive instructions
regarding grant of Spl. Casual Leave appended at Annexure VII in Fundamental
Rules, Special Casual Leave for a period not exceeding 21 days but in
exceptional cases up to 30 days, may be sanctioned to a Government Servant when
he is ordered, by the Head of his Office to absent himself from duty on the
certificate of Medical Officer / Health- Officer, as the case may be, on
account of the presence of the following infectious diseases in his house.
1.
Smallpox, 2. Plague, 3. Cholera, 4. Typhoid, 5. Acute Influenza Pneumonia 6.
Cerabro-spinal meningitis. 7. Measles. 8. Diphtheria.

It has since been felt that due to improvement in medical treatment in
eradicating the above infectious diseases, no special casual leave need be
sanctioned to the Government servant. If the Government servant himself or any
of his family members suffers from any of the diseases mentioned above.

In addition, such a provision of granting Special Casual Leave to Government
Servants when a member of the family suffers from the aforesaid infectious
diseases, does not exist even under the Service Rules of Government of India.

In the light of the above and after careful examination, the executive instructions
7 (a) (i) (ii) and Note (1) to (5) for sanction of Spl., Casual Leave appended
at Annexure-VII to Fundamental Rules are hereby rescinded with immediate
effect.
