The Commissioner, A.P. Vaidya Vidhana Parishad in her letter read above has stated that in G.O.Ms.No. 306 M&H, dated 25.5.1983, Government accorded sanction for the establishment of District Medical Boards in the District Hospitals in the Stale in addition to the existing Reginal Medical Boards in the Teaching Hospitals. After formation of A.P. Vaidya Vidhana Parishad the District Hospitals have come under the administrative control of the Parishad and in pursuance of G.O.Ms.No. 289 M&H (Kl) Dept., dated 6.5.87, the District Medical Boards are functioning under the administrative control of the APV VP. The Medical Boards established at the District Hospitals are attending to the Medical Invalidation cases of Government Servants referred to them by various Government Departments in respect of the employees working under them. The Superintendent of the District Hospital is also playing the role of District Coordinator for the other hospitals and is thus designated as District Co-ordinator of Hospital Services. On account of heavy work in the Hospital itself, many of them are unable to monitor what is happening in the Area Hospitals and Community Hospitals. Some of the recent surprise inspections of Chief Minister also have thrown these issues into relief. This being the present position, a lot of time for the in-handling cases of medical invalidation on the part of Government employees. A large number of people have just about 5 years of service before superannuation approach the Hospital superintendents for invalidation certificates.  This is with a view to securing employment for the son or daughter of the employees seeking retirement on medical grounds. The Superintendents, thus have to spend a lot of time on these aspects and are unable to effectively make tours to tone up the working of the other Area and Community Hospitals.
 
2. In the circumstances stated above, Government feel that the proposal of the Commissioner, A.P. Vaidya Vidhana parishad to form Regional Medical Boards at the Teaching Hospitals and attach two or three districts to a teaching hospital appears to be a reasonable proposal.
 
3. Government after careful examination and with a view to streamlining the work of Medical Boards hereby delink the issue of Medical Invalidation Certificates from the A.P. Vaidya Vidhana Parishad District Hospitals and entrust the work to the teaching hospitals. The table below shows the districts attached to the Medical Board of the Teaching Institutions.
