ORDER:
According to the method of recruitment laid down in rule 3 of Andhra Pradesh Ministerial Service Rules, provisions were made for filling up of certain vacancies of Superintendents. Senior Assistants and Junior Assistants in the offices of Heads of Departments and Directorates by transfer from among; the stall working in the subordinate Offices. The High-Power Committee, Headed by Sn A.V.S. Reddy, I.A.S., Prl. Secretary, Panchayat Raj, Rural Development and Relief Department had gone into the functioning of the scheme of drafting of employees from the Subordinate Offices on the complaint made by the joint Action Committee of employees, teachers and workers and had discussions with some of the Officers concerned. The Committee observed that the rule requiring the filling up of certain percentage of posts in the offices of Heads of Departments/ Directorates from the personnel of Subordinate Offices has not been followed for some reason or other and even where followed, no procedure has been evolved to draft personnel from the subordinate Offices. The Committee accordingly recommended the following procedure and norms:
i)
Every Year the number of vacancies ID be filled from the Subordinate Offices should
be worked out at the beginning of the panel year or calendar year.
ii)
The nominations of willing and qualified persons should be called for from the
Unit of Administrative District/Division Offices.
iii)
Appointments should be made on seniority basis as required under the rules.
iv) Not more than one person/should be taken from each District/Division and that while taking personnel fair representation may be given to allegations.
The Government after careful consideration accept
the above recommendations. Accordingly, the heads of Departments/Directorates
are hereby directed to fill up the vacancies as laid down in rule-3 of Andhra
Pradesh Ministerial Service Rules by drafting Superintendents/Senior Assistants
and Junior Assistants from the Subordinate Offices by strictly following the
above norms and procedure recommended by High Power Committee.
