ORDER:

In the G.O. fourth read above, orders have been issued accepting the recommendations of the Cabinet Sub-Committee which has examined the report of M/s x Rustomji and Associates on "Administrative Reforms" and "Upendra Committee Report". The Cabinet Sub-Committee, inter-alia has recommended that the Departmental Promotion Committee meeting may be held atleast twice a year in June and December and more often as and when considered necessary to prepare panels in advance.

 
2. Government after due consideration and careful examination have decided and accordingly order in partial modification of the orders issued in the G.Os., first to third read above, that Departmental Promotion Committee meetings shall be convened half yearly, ordinarily during the months of May and November every year or as frequently as may be necessary in the exigencies of administrative for preparation of panels. The material to be placed before the D.P.Cs. complete in all aspects should be furnished to General Administration (DPC) Department atleast one month in advance of the meetings. Hence the programme of selection of D.P.Cs. annexed to the G.O. third read above stands omitted.
 
3. 1st May, and 1st November shall be reckoned as the qualifying dates to determine the eligibility of a candidate in the panels to be prepared during the month of May and November respectively. Since the panels are prepared on half yearly basis instead of annual. Government have decided that no review as ordered in the G.O. first read above need be W1der-taken.
 
4. Necessary amendments to General Rule 4 regarding preparation of panels. notification of qualifying date, furnishing of estimate of vacancies and the tenure of the half-yearly panels, will be issued by General Administration (Services.D) Department separately.
