In this regard, it is informed that, in the G.O 2nd cited, the Govt have issued orders by amending the AP Ministerial service Rules 1998 that no person shall be eligible for appointment to the post of junior Assistants, Assts cum Typist, LD Typist etc., unless he qualifies in the test i.e., proficiency in office automation with usage of computer and associated software conducted by the APPSC/DSC. But without observing the said qualification, the appointments have been ordered and the services of the individuals have been regularized in their cadre of appointment from the date of their joining in the new post and increments released from the date of joining in the service.
According to the guidelines issued under compassionate appointment where the dependent is not fully qualified, he or she can be considered for compassionate appointment subject to acquiring qualification and their services shall be regularized from the date of initial appointment even though he or she acquires qualification at a later date. But in the G.O 1st read above the said orders have been amended as that the services of the individuals shall be regularized from the date of acquiring such qualification fully:
In all the appointments ordered after 12-05-2014, the services of those individuals shall be regularized from the date of their acquiring required Qualification for the post of Junior Asst and the "Proficiency in Office Automation, with usage of computer and associated software is must and should in addition to the other required qualifications for the post to regularize their services in that cadre. During the course of Audit, it has been noticed and para raised accordingly. And there may be many more cases which have not yet been covered/noticed in the Audit.
All the unit officers are, therefore, requested to rectify the omissions taken place in the compassionate appointment orders issued by regularizing the services of the individuals from the date of acquiring required qualification only and to release the increments after completion of one year of service from the date of regularization only.
The DAHO's/GOM's/ Superintendent's will be held responsible in case of failure to make recoveries during the special drive.
The
unit officers are further requested to recover the excess paid pay and allowances
due the wrong release of increments from the individuals concerned and report
compliance on or before 15-01-2024.
