The services of the employees to be regularized whether from the date
of initial appointment or fully acquired from the educational and technical
qualification
|
As per G.O.Ms.No.151, GAD, Dt. 22.06.2004 read with Govt. Memo. No. 146020/142/A1/ Admn-III/2010, dt. 26.11.2013,
the service of the individual who were appointed on conditional basis should
be regularized from the date of declaration of results i.e., acquiring
qualification.

Whether the 1st increment to be sanctioned from the date of
initial appointment to completed one year or from date of service
regularization to completed one year, may be clarified
|
As per Rule 10(g) of APSSS
Rules-1996, no person appointed under Sub-rule (a) shall be eligible to an
increment in the time scale of pay applicable to him, unless he possesses the
test, complete the training or acquires the qualifications prescribed in the
Special Rules, as a condition for the grant of increment to a member of the
service class or category. As such,
first increment should be granted after completion of (01) year from the date
of acquiring the requisite qualifications / date of service regularization.
Further, 2nd
increment will be releases w.e.f. the date following the date of declaration
of probation but the period of service from the date of the first increment
shall count for subsequent increments as per FR 31-A (2) (i) (a).

When the first increment should be given, whether the date, after one
year from regulation date or from one year to initial appointment.

Whether the pay of the individual to be fixed at minimum pay up to one
year to service regularization date or not?

Above clarification implies to treasury department only or all other
department?
|
Yes, it implies to all
departments in AP State Govt.
|
Further, the District Treasury & Accounts Officer, Anakapalli is
instructed not to send proposals for clarifications when the rules are in
force. She can seek clarifications when
the rules are not in force and there is ambiguity in the rules.
