ORDER:
In the G.O. first read above orders were issued introducing a new Test called Treasuries and Accounts Service Examination - Part-I and Part-II as a pre-requisite qualification for promotion to the category of Sub Treasury Officers/Superintendents and to the category of Dist. Treasury Officers/Accounts Officers and above respectively. Following the representations made by the A.P.T.S.S.A., Orders were issued in the G.O. second read above, extending certain modifications/concessions in the Scheme or the Examination. Accordingly, necessary amendments to Treasuries and Accounts Service Rules and T&A(Sub) Service Rules were issued in G.Os. third and fourth read above.
2. The A.P.T.S.S.A. in their representation 5th read above had represented that a majority of their employees were recruited in Districts with only S.S.C. qualification and the syllabus of the T.A.S. examination is of high standard and not compatible with the nature of the work in the department. The Association has requested that all those employees who were in service as on 14-12-1988 i.e., the date of introduction of the T.A.S. Examination in the G.O. first read should be exempted from the requirement of passing the T.A.S. examination.
3. Government have carefully examined the issue and have decided in principle, that all members of the Treasuries and Accounts Service who were in service as on 14- 12-1988 may be granted exemption from the purview of the orders issued in G.Os third and fourth read above prescribing such an examination as a pre-condition for promotion to the next higher category. This exemption will also apply to employees who are appointed by transfer, provided they were in service as on 14-12-1988.
4. Immediate steps shall accordingly be taken to effect necessary changes in the statutory to service rules and administrative rules wherever necessary. Immediate steps shall also be taken to submit to the Honourable Andhra Pradesh Administrative Tribunal, the decision of the Government or appropriate orders or directions. wherever they are necessary so as to give effect to the above decision
