ORDER:
The
Joint Action Committee or Employees, Teachers and Workers represented that at
present Special Casual Leave facility is extended to the office bearers of the
recognised Service Associations which are representing on the Andhra Pradesh
Civil Services Joint Staff Council that as the membership on the Joint Staff
Council is given on rotation basis and that some of the Associations re
getting membership once in three or four years, and that the office bearers are
handicapped to attend to the problems or the employees. They requested the
Government to allow all the office bearers of the Recognised Service
Associations to avail 21 days Special Casual Leave irrespective of the fact
whether they are members of ·the Andhra Pradesh Civil Services Joint Staff
Council or not.
2. In Government Memorandum
4th cited, instructions were issued that there is need to grant
Special Casual Leave of 21 days to the office bearers of the other recognised
Service associations in addition to (5) members of Service Associations on the
Andhra Pradesh Civil Services Joint Staff Council at that time, viz.
1. Andhra Pradesh
Non-Gazetted Officers Association.
2. Telangana
Non-Gazetted Officers Union.
3. The State
Teachers Union.
4. A.P.
Secretariat Service Association.
5. · All A.P.
Govt. Class IV Employees Central Association.
In
the said Memo, it was further directed that the absence of the President and
Secretary of Recognised Service associations both State and District level
whenever they attend the meetings convened by Government or other authorities
of the Government, be treated as duty.
3. Consequent on the
reconstitution of the Andhra Pradesh Civil Services Joint Staff Council, vide. G.O.Ms.No.716,
C.A.D., dated 26-12-1992, orders were issued in G.O. Rt. No. 321, General
Administration (SW) Dept. dt. 23-1-93 restoring deputation facility to the
Principal Office bearer, of the member of Service associations on the A.P.
Civil Services Joint Staff Council al the rate of two Principal Office bearers
for A.P.N.G.Os Association & T.N.G.Os Union, and at the rate of one Principal office bearer
for others, for relevant period in which
the member service Association actually representing on the Joint Slaff
Council. This other duty facility is in addition to the Special Casual Leave of
21 days in a Calendar year to the two Principal Office bearers (President / General
Secretary) of each of the 15 members Service Associations representing 40
Associations.
4. The High-Power
Committee headed by Sri A.Y.S. Reddy, IAS, Principal secretary to Government,
Panchayat Raj, Rural Development and Relief Department, observed that, in
addition to the reconstituted State Level Andhra Pradesh Civil Services Joint
Stall Council as mentioned above. Government constituted. Departmental Joint
Stall Councils also at Secretariat Level for the first time with recognised
service Associations as members on the st,1lf side concerned with the
respective departments. Apart from this District Level Join! Stall Councils arc
also functioning at District Level under the Chairmanship of the respective
District Collectors. Originally, grant of Special Casual Leave for member
service Associations on the Andhra Pradesh Civil Services Joint Stall Council
is allowed, so as to enable the representatives of the member Service
Associations to attend the Joint Staff Council meetings and to take up the
organisational matters of the respective Associations. Thus, Government
constituted Joint Stall Councils at the State Level. Department Joint Staff
Councils at Secretariat Level and District Level Joint Staff Councils giving
representation to the Recognised Service Associations. The Principal Office
bearers of these Associations will have to attend the meetings of the Joint
Staff Council at various levels, whenever called for arid also for other
meetings on important policy matters of Service Associations called by the
District Collectors / other Heads of Offices.
5. The High-Power
Committee recommended that the Principal Office bearers of all recognised
Service associations on the role of Andhra Pradesh Civil Services Joint Staff
Council. Departmental Staff Councils, Gazetted Joint Staff Councils may be
permitted to avail themselves of 21 days Special Casual Leave in a year.
6. Government after
careful consideration decided to accept the above recommendations of the High-Power
Committee. Accordingly, Government direct that the Principal Office bearers of
all Recognised Service associations on the role of Andhra Pradesh Civil
Services Joint Staff Council, Departmental Joint Staff Council.
Gazetted
Joint staff Councils be permitted to avail themselves of 21 days Special Casual
Leave in a Calendar year.
