ECONOMY MEASURES - Orders issued on Economy
Measure - Clarifications - Regarding.
G.O.Ms.No. 100, Finance & Pig. (FW-W&M-I) Department, Dated 05/04/1988.
On the Economy Measure orders issued in
the Government Order cited; certain issues have been referred for
clarification. Government after careful consideration issue the following
guidelines to be followed by the departments for implementation of the economy
measure orders in the Government Order cited.
(i) Transfer may be permitted on request if such
transfer does not involve any expenditure towards transfer Travelling Allowance
and· does not effect the public interest.
(ii) Transfer may also be allowed in cases where it is considered most inevitable in the interest of the public. Such transfers shall be fully justified and must be effected after obtaining orders through the Minister concerned and the Finance Minister.
II. FILLING UP OF POSTS WHICH ARE VACANT FOR MORE THAN SIX MONTHS:
The posts which are vacant for more than six months can be filled up only in cases where the dependents of the deceased Government Servants have to be provided appointments on compassionate grounds.
III. CREATION OF SUPERNUMERARY POSTS:
(i) Supernumerary posts may be permitted to be
created only in cases where implementation of Court decisions, warrant such
creation; and
(ii) in cases of compassionate appointments of
dependents of the deceased Government Servants if vacancies are not available
for making such appointments.
