ORDER
Sri Gouthu Latchanna, Honorary President of Andhra Pradesh Gouda Sangam in his representation dated 11-5-1995 addressed to the Government has stated that there are various subsects of tapping community such as Goud, Settibalija, Ediga and Srisayana in different parts of the State and that Andhra Pradesh Gouda Sangham has passed a resolution that all subsects of the tapping community should be placed at one entry in the existing State Backward Class list and requested the Government to issue orders accordingly. The Government referred the said representation to Andhra Pradesh Commission for Backward Classes for advice, U/s 9(2) of Backward Class Commission. The Backward Classes Commission furnished its report to Government on 3-12-1996. On examination of the said report, Government issued orders in the G.O. 1st read above to regroup the two Castes occurring at Sl.No.4 and at 18 under Group-B in Annexure-1 to the G.O.Ms.No.1793, Education, dated 23-9-1970 at one entry instead of two entries in the existing list of Backward Classes.

Even after the aforesaid order issued in the G.O. 1st read above, Sri Sardar Gouthu Latchanna has again made a representation to the Government stating that his intentions have not been properly carried out in G.O.Ms.No. 63, Backward Classes Welfare, dated 11-12-1996 and that his intention was to bring about actual amalgamation of several tapping community people in the State under one single name 'Gouda' and requested the Government to issue a fresh G.O. reflecting his intention. There upon, Government in G.O. 2nd read above have requested the Andhra Pradesh Commission for Backward Classes to tender advice/clarification on the said representation under Section 9(2) of the Andhra Pradesh Commission for Backward Classes Act, 1993.
3. The Andhra Pradesh Commission for Backward Classes after observing all necessary formalities, furnished its report through its letter read above and recommended to the Government to add the word 'Goud' to the existing entry No. 4 of Group-B of the existing list of Backward Classes to be read as 'Goud' (Ediga), Gouda (Gamalla), Kalalee, Goundla, Settibalija of Visakhapatnam, East Godavari, West Godavari and Krishna Districts and Srisayana (Segidi).
4. Government after careful examination of the report of Andhra Pradesh Commission for Backward Classes and in modification of the orders issued in the G.O. first read above, have accepted the advice of the Commission and direct that the existing entry No. 4 of Group-B of the existing list of Backward Classes be read as 'Goud' (Ediga), Gouda, (Gamalla), Kalalee, Goundla, Settibalija of Visakhapatnam, East Godavari, West Godavari and Krishna Districts and Srisayana (Segidi).
5. The commissioner of Backward Classes Welfare shall take further necessary action in the matter.
