ORDER:

In the G.O. read above, an adhoc rule was issued to the effect that in the departments wherein regional offices exist, the appointing authority for the first level Gazetted posts is such regional authority; for the second level gazetted posts the Head of the Department shall be the appointing authority and where no regional offices exist the Head of the Department shall be the appointing authority for the first and second level gazetted posts and for the posts in third level and above category in the State Service, the appointing authority shall be the Government.

2. Now, therefore, it is proposed to bring an amendment to the relevant rules of the Andhra Pradesh State and Subordinate Services Rules, 1996issued in G.O.Ms.No. 436, General Administration (Services D) Department, dated15th October 1996.

3. The following Notification will be published in the Andhra Pradesh Gazette: 

NOTIFICATION

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh State andSubordinate Services Rules 1996 issued in G.O.Ms.No. 436, GeneralAdministration (Services.D) Department, dated 15th October 1996. The amendments hereby made shall be deemed to have come into force on the 22^nd May, 1999.

AMENDMENT

In the said rules: -

I. In rule 2, in sub-rule (12-A) for the word "Government", the words "Head of the Department" shall be substituted.

 

ll. for rule 7, the following shall be substituted namely:

 

7. Appointing Authority:

 

"State Service: Unless otherwise stated in the Special rules, the regional officer shall be the appointing authority in respect of the initial categories of Gazetted posts in a State service where regional offices exists; and the Head of the Department shall be the appointing authority for the second level gazetted posts in the State Service as well as in respect of the initial categories of Gazetted posts in a State Service where no regional offices exists; and the Government shall be the appointing authority for the third level gazetted posts and above in the State Service."
