Government decided to abolish the posts of Village Assistants and to strengthen and re-organise the Village Level Functionaries keeping in view the needs of Village Administration. Accordingly, the Andhra Pradesh Re-organisation of Village Functionaries Ordinance, 1990, was promulgated on 5-11-1990 and the posts of Village Assistants stand abolished with effect from the said date.
2. Consequent on the abolition of the posts of Village Assistants, the Government hereby accord sanction for creation of 20,000 posts, initially only 15,500 posts shall be filled up, of which 15057 shall be allotted to the Districts as per the annexure to this order, and the balance 443 retained in reserve by the Commissioner of Land Revenue, to be allotted to the Districts as per the annexure to this order, and the balance 443 retained in reserve by the Commissioner of Land Revenue, to be allotted to districts should it become necessary to respond to any unforeseen requirement.
3. Rules regulating the recruitment, conditions of service, duties, etc., of the Village Administrative Officers are being issued separately.
4. The expenditure on account of the staff sanctioned above shall be debited to "2053 District Administration - M.H. 094. Other Establishment - S.H. (012) Revenue Mandal Administration - (016) Salaries".
5. The Commissioner of Land Revenue is requested to send suitable proposals for supplementary grants at the appropriate time.
6. This order issues with the concurrence of Finance and Planning (Fin. Wing-Exp. Rev.) Department, vide their U.O.No. V.90/10/053/1022/ER/90, dated 16-10-1990.
