ORDER:
At
the call of All India State Government Employees Federation, the President,
A.P.N.G.Os. Association and also Chairman, Struggle Committee for Right to
Strike and President, T.N.G.Os. Central Union and also Convenor of Struggle
Committee for Right to Strike in the
reference second read above served a notice for a token strike on 24-2-2004 on
behalf of A. P. State Government Employees / Teachers etc. demanding reversal
of Supreme Court of India’s ruling on employees Right to Strike etc. Almost all
the N.G.Os. observed strike on 24-2-2004.
2. Government in
the reference third read above have ordered that as per the policy of
Government "No Work No Pay" has to be strictly adopted and also ordered
therein that any type of leave should not be sanctioned to the Govt. employees
/ Teachers etc. who request for sanction of leave to participate in the strike
on 24-2-2004.
3. The President,
A.P.N.G.Os. Association / Chairman, Struggle Committee for Right to Strike and
the President, T.N.G.Os. Central Union / the Convenor, Struggle Committee for
Right to Strike in the reference fourth read above, have requested the
Government to treat the absence of employees on the day of strike i.e. on
24-2-2004 as Special Casual leave and also to pay the salary to the employees
for that day.
4. After examining
the matter carefully, Government direct that the appropriate authorities shall
sanction leave to the employees who participated in the strike on 24-2-2004.
The sanction of leave is subject to the eligibility of employees and
availability of leave to the credit of the employees.
5. The Departments
of Secretariat / Heads of Departments / District Collectors and other
Subordinate Officers are requested t6 take necessary action accordingly.
