In
the Government Memo. 4th Cited, orders were issued regulating the
sanction of Surrender or Earned Leave to the various categories of employees as
per schedule specified therein. In the Government Memo. 6th Cited,
orders were issued permitting such of the officers whose title in the first
half of the calendar year 1989, is 240 days and their title as on 1-7-1989 will
lapse, if not permitted to surrender Earned Leave, to do so before 1-7-1989.
2. Similar orders
have been issued year after year up to the year 1996-97. In respect of the
Current Financial Year 1997-98, orders were issued permitting Class-IV
employees to surrender Earned Leave during the month of July and August 1997.
Corresponding orders in respect of other Government servants have not been
issued so far.
3. If has been
brought to the notice of Government that there are some employees (Other than
Class-IV) whose title of Earned Leave as on 30-6-1997 was 240 days and as they
have not been permitted to surrender earned Leave, their title to earned Leave
as on 1-7-1997 will lapse and thereby they would be put to loss by denial of
the facility to surrender Earned leave prior to 1-7-1997.
4. Government, after
careful examination or the matter hereby order that such of the employees whose
title for Earned Leave as on 30-6-1997 was 240 days may be allowed credit of
Earned Leave due as on 1-7-1997 up to 31-8-1997 without getting it lapsed in
terms of G.O.Ms. No.10 Finance & Plg. (FW: FRI) Department, dt: 10-01-1983.
Such of those employees who consequently have leave little of more than 240
days are permitted to encash leave as per eligibility before 31-08-1997.
5. In the case of
All India Service Officers, in whose case, the title of Earned Leave as on
31-12-1996 itself was 240 days, they are already eligible to have the
additional credit of 15 days up to a period of six months i.e., up to
30-6-1997. Therefore, All India Service Officers whose title of Earned Leave as
on 30-6- 1997 was 240 + 15 days, the additional credit of Earned Leave due as
on I-7- 1997, may be allowed the credit by Earned Leave up to 31st August
1997 without getting it lapsed. Such of those Officers who consequently have
leave title of more than 240 + 15 days are permitted to encash leave as per
eligibility before 31-08-1997.
