have issued instructions in the references cited on the subject of compulsory
wait. All the Departments of Secretariat and Heads of Departments were
requested to follow the instructions strictly and directed the Heads of
Departments to issue necessary instructions to their Subordinate Officers for
early issuance of postings to the employees who return from leave or otherwise
proforma has also been prescribed in the reference 3rd cited, for
justification of the proposals of compulsory wait besides recovery of the avoidable
expenditure involved from the persons responsible. In the references 4th and
5th cited, it was also instructed to calculate the number of days the file is
kept pending for more than 3 days at each level and recover the cost from those
responsible and then only refer the file to Finance Department to consider the
regulation of the period of compulsory wait.
2. But, inspite of the
above instructions, it is observed that many Departments are referring the
files to Finance (F.R.1) Department in routine manner without following the
above said instructions scrupulously and simply stating that the delay is on
administrative grounds only. Hence, it is decided to issue further instructions
to all the Departments of Secretariat and Heads of Departments stressing the
imposition of recovery of avoidable expenditure involved on account of delays
on the issue of postings to the employees who return from leave or otherwise,
from all the persons responsible who kept the file pending for more than 3 days
at each level.
3. Government hereby
issue further instructions that in all the compulsory wait proposals which
exceed the period of 30 days, the Head of the Department in the case of
Non-Gazetted Officers and Secretary / Principal Secretary / Special Chief
Secretary of the Department concerned, in the case of Gazetted Officers, should
prepare a statement of events regarding posting of the employees, who return
from leave or otherwise, chronologically and furnish the reasons clearly if the
file is kept pending for more than 3 days at any level and take action against
the persons responsible as per the instructions of this Department issued in
the references 4th and 5th cited and then only refer the
proposals to the Finance (F.R.I) Department to consider the regulation of the
period of compulsory wait.
4. All the Departments
of Secretariat and Heads of Departments are also directed that compulsory wait
proposals should be settled at the earliest and the Departments should come up
with the proposals within a period of three months and not to entertain old
cases as it is noticed that the proposals are being sent to the Government even
after a lapse of 3 to 10 years.
