Sub: Establishment - Convening of D.P.Cs for (a) Heads of Departments (N.C.); (b) D.P.Cs for Fourth Level Gazetted and above Officers and (c) Screening Committees for Third Level Gazetted Officers - Panel Year 2005-2006 -Instructions issued - D.P.C. / Screening Committee Proposals - Called for -Regarding.

In pursuance of the orders issued in the G.O. first cited, Departmental Promotion Committees were constituted; the same were last reconstituted in the reference third cited.

 

2. Further, instructions were issued from time to time during each panel year to enable the Depts. of Secretariat to furnish Dept. Promotion Committee / Screening Committee proposals for speedy conduct of D.P.C. / Screening Committee Meetings. The instructions were last issued in the reference second cited.

 

3. The following points may please be noted while preparing the Departmental Promotion Committee / Screening Committee proposals.

 

(A) D.P.C. / Screening Committee Note, Proforma, Seniority List etc. as per G.O. Ms. No. 187, G.A. (Ser. B)Department, Dated: 25-04-1985.

 

(B) Note should contain Cadre Strength; Roster Point Starting No.; Adequacy / Shortage, B/F vacancy of S.C / S.T. etc, in the promotional category.

 

(C) A.C.Rs., for atleast 5 years preceding 31-03-2005, as per U.O.Note No.9/DPC.1/96-1, G.A. (DPC.I) Department, Dated: 24-02-1996.

 

(D) Charges framed & served, as per C.C.A. Rules, G.O. Ms. No. 424, G.A. (Ser.C) Department, Dated: 25-05-1976, G.O. Ms. No. 66, G.A. (Ser.C) Department, Dated: 30-01-1991, G.O. Ms. No. 257,G.A. (Ser.C), Department, Dated:10-06-1999 etc. indicating latest stage.

 

(E) Copy of Court Orders / G.Os / References on seniority, disciplinary cases, criminal cases, punishments, A.C.Rs. etc. indicating latest stage and the decision taken by the Department thereon.

 

(F) Qualifying date for the panel year 2005-2006 is to be reckoned as on 01-09- 2005, as per 6 (b) of A.P.S. & S.S.Rs.

 

(G) Zone of consideration for the Officers for promotion is 1:3, as per para 6 (b) of A.P.S. & S.S.Rs. In respect of S.C. / S.T candidates, the zone of consideration of 1:3 shall not be applicable.

 

(H) Vacancies for the panel year 2005-2006 arise, from 01-09-2005 to 31-08- 2006, as per para 6 (b) of A.P.S. & S.S.Rs.

 

(I) Orders in circulation to Minister / Chief Minister, invoking Rule 10 of A.P.S. & S.S.Rs., for considering Officers for ad-hoc promotion, in the absence of regular seniority list and in lieu of the Officers having not completed minimum qualifying service in the feeder category as on 01-09-2005, as per the Special Rules, concerned.

 

(J) D.P.C. I Screening Committee proposals should be in the name of Secretary / Principal Secretary / Special Chief Secretary to Government and attested by an Officer not below the rank of Deputy Secretary to Government.

 

(K) The panel for 2005-2006 commences on 01-09-2005 and shall cease to be in force on the After Noon of 31-12-2006 or till the next panel, (i.e.) panel year 2006-2007 is prepared, whichever is earlier, but the vacancies arising in the panel is determined from 01-09-2005 to 31-08-2006 only, as per para 6 (b) of A.P.S.& S.S.Rs.

 

(L) The vacancy position may be sent to G.A. (D.P.C.) Department, by 31-10-2005. If vacancies are not available for panel year 2005-2006, the Appointing Authority may send a Certificate to that extent, as per para 6 (b)(i) of A.P.S. &S.S.Rs.

 

(M) The D.P.C. / Screening Committee meetings for the panel year 2005-2006 may be conducted as early as possible to enable the Administrative Departments to fill in the vacancies expeditiously.

 

(N) The D.P.C. / Screening Committee Proceedings may be approved and published as early as possible, preferably within 15 days from the date of issue of D.P.C. / Screening Committee Proceedings.

 

4. All the Depts. of Secretariat are also requested to adhere to the instructions issued from time to time in the references cited, consult the Heads of Departments, wherever necessary and furnish the D.P.C. / Screening Committee proposals in ten sets, well in advance, for placing them before the Deptl. Promotion Committees / Screening Committees for preparation of panels for the year 2005-2006.
