ORDER:
Instructions
were issued to Government Memo.No. 697 /Ser.C/83-1, dated 21-11-1983 that a Subordinate
Officer though he can make a complaint about the alleged irregularities of his superior
officer to an officer immediately superior to the officer complained against,
he cannot complain to the Dharma Maha Matta directly about the alleged
irregularities. It was also clarified that if any such complaint is given it
has to be construed as misconduct and disciplinary action taken under the
provision of Classification, Control and Appeal Rules.

It was examined by the Government whether the above instructions should apply
even to the petitions to be filed before Lokayukta and Upa-Lokayukta.

Government after careful consideration of the above issue have decided that a
Subordinate Officer though he can make a complaint about the alleged
irregularities to an officer immediately superior to the officer complained
against cannot complain to the Andhra Pradesh Lokayukta and Upa-Lokayukta
directly about the alleged irregularities committed by his superiors in the
same organisation. If any such complaint is given it has to be construed as
misconduct and disciplinary action taken under the provision of the Andhra
Pradesh Civil Services (Classification, Control and Appeal) Rules.
