ORDER:
As
per Rules 28\ (b) & 29 (b) of A.P. Leave Rules, the Govt. servants in
Superior Service and Last Grade Service, who proceed on Half Pay Leave are
entitled to leave salary equal to half of the emoluments drawn immediately
before proceeding on such Half Pay Leave. However, in the case of Govt.
Servants drawing a Basic Pay of Rs. 1065/- and below in Revised Pay Scales, 1978,
full Dearness Allowance is admissible on the pay drawn immediately before
proceeding on such half Pay Leave up to four months.
2. According to Rule 4 (3) of Central Civil
Service Leave Rules, the Central Govt. Employees during Half Pay Leave will
draw pay equal to half the amount of leave salary on earned leave or leave not
due. The Dearness Allowance is also admissible on half pay only.
3. Govt. have
reviewed the matter. After careful consideration, Govt. have decided to adopt
the pattern in Govt. of India and accordingly decided to dispense with the
system of payment of full Dearness Allowance on leave salary when an employee
is on leave on half pay. Govt. accordingly hereby order that all Govt. servants
proceeding on Half Pay Leave are entitled to leave salary equal to half of the
emoluments drawn immediately before proceeding on such half pay leave
irrespective of the pay drawn at the time of going on Half Pay Leave.
