ORDER:

The functioning and performance of the Strictly Confidential Unit comprising of General Administration (S.C.), Home (S.C.), General Administration (Vigilance & Enforcement) Department and Andhra Pradesh Vigilance Commission ever since the issue of orders in the G.Os 1st to 3rd read above effecting certain modifications in the Rules of Recruitment of Assistant Section Officer (S.C.) has been reviewed and found necessary to reiterate the orders issued in the G.Os second and third read above since the A.P. Secretariat Service Rules issued in the G.O. fourth read above do not carry the amendments suggested in the G.Os second and third read above.

2. According to the A.P. Secretariat Service Rules, issued in G.O. fourth read above for appointment to the post of Assistant Section Officer (S.C.), one must be a graduate with minimum service of five years in the category of Assistant Section Officers (Single Unit) and must have passed the typewriting examination in English by Lower Grade during the period of probation if he does not already possess such qualification.

3. The past experience proved that when the minimum service from 5 years to 3 years was reduced, there was a good response from the Assistant Section Officers (Single Unit) who have put in 3 years and more service in that category.

4. Since there is dire need for filling up of the posts of Assistant Section Officers (S.C.) in Strictly Confidential Unit, it is felt necessary to issue executive orders as was done earlier pending issue of amendments in respect of qualifications mentioned in the (Annexure under Class-A) of Rule-9 against category-4 i.e., Assistant Section Officer (Strictly Confidential) of A.P. Secretariat Subordinate Service Rules issued in the G.O. fourth read above, so as to enable to conduct written examination for Assistant Section Officers (Single Unit) for selection to the posts of Assistant Section Officers (Strictly Confidential).

5. Government, therefore, direct that for recruitment to the posts of Assistant Section Officers (SC), the following qualifications shall be prescribed pending issue of amendments to A.P. Secretariat Subordinate Service Rules:


i) Must possess a Bachelor's Degree from any University in India established or incorporated by or under Central Act. Provincial Act or a State Act or an Institution recognised by the University Grants Commission or an equivalent qualification.

 

ii) Typewriting qualification in English atleast by Lower Grade. If one does not possess Typewriting qualification at the time of appointment, he/she shall acquire the said qualification during the period of probation.

 

iii) Must have a minimum of three years’ experience in the category of Assistant Section Officers (Category-4) of A.P. Secretariat Subordinate Services Rules of the Department of Secretariat constituting the Single Unit;

 

Note: A written examination shall be conducted for the Assistant Section Officers in Single Unit for being considered for appointment to the posts of Assistant Section Officers (SC) and the mode of examination shall be as decided by the Appointing Authority from time to time.

 
6. The General Administration (Services-B) Department shall issue necessary amendments to the A.P. Secretariat Subordinate Service Rules.
