ORDER

According to para 13 of the Government order read above, special Increments beyond the maximum of the Revised Scales of Pay of 1978 are allowed, as below subject to the conditions mentioned therein.

a) Five biennial increments for employees falling under Grade I to XI;

b) Three biennial increments for employees falling under Grades XII to XV; and

c) Two biennial increments for employees falling under Grades XVI to XXI.

2.      Representations have been received by Government requesting the conversion of the existing special biennial increments into special annual increments. Government have carefully considered the representations and have decided to accept the request.

3.      Accordingly, Government hereby orders that all employees who reach the maximum of the Revised Pay Scales 1978 after 31st March 1981 he allowed to draw Special increments beyond the maximum at the same rate at which the last increment to reach the maximum was drawn, on expiry of one year of duly after reaching the maximum subject to the following limitations.

a) Five annual increments for employees falling under Grades I to XI;

b) Three annual increments for employees falling under Grade XII to XV.

c) Two annual increments for employees falling under Grade XVI and XVII, and

d) Four annual increments for employees falling under Grades XVIII to XXI.

4.      All employees who have not drawn up to 1st April 1981 the first biennial increment after reaching the maximum of the scale of pay applicable to them as per the G.0. read above shall be eligible to draw the first special increment under these orders on 1st April, 1981, if they have completed more than one year of duty in the post after reaching the maximum, if not, they shall be eligible to draw the special annual increment beyond the maximum, on completion of one year of duly in the post after reaching the maximum of the scale of pay of the post held by them.

5.      All employees who have drawn the first special biennial increment under the existing orders in the scale of pay applicable to them prior to 1st April 1981 shall be eligible to draw the next special annual increment under these orders on completion of one year of duty in that post after drawing the first biennial increment under the orders read above.

6.      The grant of special increments shall be m accordance with the rules which govern the grant of normal increments except that service in a higher post after reaching the maximum of the scale of pay of the lower post, shall not count for special increments beyond the maximum of the pay scale in the lower post.

7.      The special annual increment beyond the maximum of the time scale shall be treated as part of pay for all purposes.

8.      These orders shall apply to those who draw pay in the Revised Pay Scales 1978 and shall cover all categories of personnel, i.e., Government employees, Teaching and non-Teaching staff of Zilla Parishads, Panchayat Sarnithis and Municipalities all other employees of Zilla Parishads and Zilla Grandhalaya Samsthas, Agricultural Market Committees, Teaching and Non-Teaching staff of Aided schools and Junior Colleges, Non-Teaching staff of Aided Degree Colleges and Work charged Establishment who get monthly pay in a regular pay scale in the Revised Pay Scales 1978.
