ABSTRACT

ORDER

In the G.O. first cited orders were issued to the effect that in the case of Government employees returning from leave, proposals for posting should be sent to the competent authorities sufficiently in advance but in any case not less than ten days before the date of expiry or leave, that in the case of Govt. employees working in posts which have been sanctioned for a specified period and those who have been sanctioned for a specified period and those, who have been deputed for courses of training or deputed to other Governments or on foreign service, proposals for posting shall be sent sufficiently in advance but in any case not less than ten days before the date on which the sanction for the post expires or the date of expiry of the course of training or the period of deputation, as the case may be, and that if the above instructions are not followed, action will be taken against the persons responsible to recover the unnecessary expenditure caused to Government by way of treating the period of compulsory wait of Government employees concerned either as duty or extension of joining time.

2. In the G.O. second cited, Government had emphasised that the above instructions issued in the G.O. 1st cited should scrupulously be followed and that any laxity on the part of Government servants would be taken serious notice of and dealt with, as the Government may deem fit.

3. In the G.O. third read above, based on the Audit Report 1966 the matter was re-examined and further instructions were issued requesting till Departments of Secretariat and Heads, or Departments concerned to invariably deal with all cases of posting orders on top priority, and that the P.As to the Heads of Departments and Secretaries to the Government and Private Secretaries to Ministers should ensure that such files are placed before the Officers/Ministers and orders obtained and the files returned to the concerned without delays. It was also ordered that posting orders shall be issued by Express Delivery and in case or delay (i.e. if they could not he sent at least 3 days in advance) they shall he issued by Telegrams followed by post copies and that officer should not be made to wait for postings simply for retaining an officer at a particular place for finalising the disputed cases involving question or eligibility for promotion. seniority etc. it was also ordered that disciplinary action shall be taken against such of those officers who are responsible in delaying posting orders, besides recovery of unnecessary expenditure caused to Government from the defaulting officers. 

4. The Accountant General. Andhra Pradesh - I, Hyderabad in his letter 4th read above has brought to the notice or the Government that in spite of the above instructions, it was found that there were a large number of cases where periods of compulsory wait have been treated as duly or excess joining time resulting in avoidable huge expenditure to the Government.

5. In the circumstances stated above, all the Departments or Secretariat and the Heads of Departments arc requested to ensure that the above instructions are followed scrupulously. The Heads of Departments are also requested to issue necessary instructions to their Sub-ordinate Officers in the mailer. If they still failed to take prompt action in the mailer, disciplinary action shall be taken against those officers who are responsible in delaying posting orders besides recovery or unnecessary expenditure caused to the Government from the defaulting officers.

  1. I am Principal of Government Degree College,forced to be on leave for an year as my employer didn't comply High Court orders to give promotion. Now promotion is given due to contempt of court.Now how to get my leave period salary without using my accumulated leaves.
