ORDER:
According to rule 9 (2) of the Andhra
Pradesh Civil Services (Conduct) Rules, 1964 a Govt. Employee who enters into a
transaction concerning any movable property exceeding Rupees Ten thousand in
value, whether by way of purchase, sale or· otherwise, shall forthwith report
such transaction lo Government or obtain prior permission, as the case may be.
According to rule 9(7) of the said Rules, every Govt. employee, other than a
member of the· Andhra Pradesh Last Grade Service and a Record Assistant in· the
Andhra Pradesh General Subordinate Service, shall on first appointment to the
Government service, submit lo Government a statement of all immovable
property/properties irrespective of its value and movable property/properties,
the value of which exceeds Rs. 10,000/ - owned, acquired, or inherited by him
or held by him on lease or mortgage either in his name, or in the name of any
member of his family, in the forms prescribed in Annexures-I and II separately.
He shall also submit to Government before 15th January of each year, through
the proper channel, a declaration in the forms given in the Annexure I & II
of all immovable/movable property/properties owned, acquired, or inherited by
him or held by him on lease m mortgage. either in his own name or in the name if
any member of his family.
2. The High-Power Committee on
employees demands submitted by Joint Action Committee of Employees. Teachers
and Workers and Andhra Pradesh Secretariat Co-ordination Committee has
recommended for enhancing the limit on purchase of movable properties from Rs.
10,000/- to Rs. 20.000/- as most of the electronic appliances required for household
purpose like T.V. Set, Refrigerator, Washing Machine etc., cost above ten
thousand rupees:
3. Government after careful
consideration of the recommendation and also keeping in view of steep rise in
prices, etc., have decided to enhance the present limit of Rs. 10,000/- to Rs.
20,000/- and amend the rule 9 (2) and (7) suitably.
4. The following notification will be
published in Andhra Pradesh Gazette:
NOTIFICATION
In exercise of the powers conferred by
the proviso to article 309 of the Constitution of India, the Governor of Andhra
Pradesh hereby makes the following amendments to the Andhra Pradesh Civil
Services (Conduct) Rules, 1964.
AMENDMENTS
In the said rules
1. In sub-rule 2. of
Rule 9, for the words "rupees ten thousand", the words "rupees
twenty thousand" shall be substituted.
2. In sub-rule (7) of Rule 9.
a)
for the words "Rupees ten thousand", the words "rupees twenty
thousand", shall be substituted.
b) for the words, "a declaration in
the forms given in the Annexures I and II of all immovable/movable
property/properties", the words "a declaration in the forms given in
the Annexure I & II of all immovable property/properties and movable
property/properties whose value exceeds rupees "twenty thousand"
shall be substituted.
c) in Annexure - II, for the words "rupees ten
thousand", the words "Rupees twenty thousand" shall be
substituted.
