ORDER:
At Present, the Carry Forward Principle as incorporated in Rule 22 of the Andhra Pradesh State and Subordinate Service Rules is applicable in favour of Scheduled Castes and Scheduled Tribes and does not apply to the backward Classes in respect of Government jobs.
2. The Legislative Committees on the Welfare of Backward Classes, have, in their reports, recommended to the State Government to introduce the Carry Forward Principle in favour of Backward Classes also as in the case of Scheduled castes and Scheduled Tribes.
3. The Andhra Pradesh Commission for Backward Classes has recommended lo the Government to introduce the Carry Forward Principle in favour of Backward Classes as in the case of Scheduled Castes and Scheduled Tribes.
4. Several Associations of Backward Classes have also represented to the Government that the Carry Forward Principle Should be introduced for Backward Classes in the reservations to the Government jobs on par with the Scheduled Castes and Scheduled Tribes.
5. Government, after careful consideration of the above, decided to introduce the Carry Forward Principle in favour of Backward Classes in respect or reservations lo the Government jobs on par with Scheduled Castes and Scheduled Tribes.
