ORDER:
The proposal for abolition of direct recruitment to the post of Deputy Executive Engineers was under consideration of the Government since a long time
2. In the existing special Rules for the Andhra Pradesh Engineering Service there is a provision for Direct Recruitment of Deputy Executive Engineers to be filled by promotees as per rule - 6 at 37 1/2% of the substantive vacancies. The balance 62 1/2% vacancies are that arise in the category of Dy. Executive Engineers of the Andhra Pradesh State and Subordinate Services Rules as amended in G.O.Ms.No.739 General Administration (Services-D) Department, dated 22-12-1984, for special reason direct recruitment may be made against the temporary posts. Thus, for all the posts of Deputy Executive Engineers that arise direct recruitment is to be made at 37 1/2%. The rules provided for direct recruitment to the post of Deputy Executive Engineers when the Deputy Executive Engineers was the first Gazetted post. Now the post of Assistant Executive Engineer is the first Gazetted post.
3. The Association of Asst. Executive Engineers has represented to abolish direct recruitment 10 the category of Deputy Executive Engineers with a view to encourage and enhance the promotional opportunities of the Asst. Executive Engineers.
4. The Board of Chief Engineers had discussed the issue in depth at its meeting held on 5-2-93 and recommended for abolition of direct recruitment to the post of Deputy Executive Engineers.
5. The One-Man Commission headed by Sri V. Sundaresan, I.A.S, (Retired) has in the draft rules for the Engineering Departments prepared by him has not made provision for direct recruitment to the post of Deputy Executive Engineers. Besides the Engineering Department, the One-Man Commission in the draft. rules. framed in the case of Horticulture, Industries and Mines and Geology Departments has proposed direct recruitment only at initial gazetted level.
6. The mailer has been referred to the Andhra Pradesh Public Service Commission and Sister departments i.e. Transport, Roads & Buildings, Municipal Administration and Urban Development and Panchayat Raj & Rural Development Departments. They have agreed to the said proposal.
7. In the circumstances stated above, the matter has been carefully examined by the Government and decided to dispense with direct recruitment to the second level Gazetted post of Deputy Executive Engineer in all the Engineering Departments in the State.
8. Necessary action is being taken for the amendment of Special Rules for the Andhra Pradesh Engineering Service for dispensing with direct recruitment to the second level Gazetted post of Deputy Executive Engineer in the Irrigation and Command Area Development Department. Similar action may be taken by Transport, Roads and Buildings, Municipal Administration and Urban Development and Panchayat Raj & Rural Developments in respect of Engineering Services under their control.
