ORDER

In the order first read above, the Revised Scales of Pay of 1969 were introduced with effect from 19th March 1969. In the order second read above, the Revised Scales of Pay of 1969 were slightly altered to the extent of categories mentioned therein. As per these orders, among others, the scale of Rs. 80-4-100-5- 150 applicable to the posts of L.D. Clerks, Typists and L.D. Steno typists was revised to Rs. 90-6-150-7-192 with selection Grade Scale of Rs. 192-7-213. A few L.D. Clerks, typists and L.D. 'steno Typists filed Writ Petition before the High Court of Andhra Pradesh seeking grant of the scale of pay corresponding to the scale of Rs. 100-5-150 which they were given, whereon the High Court directed the Government that the Revised pay scale of pay of 1969 may be given effect to, after ascertaining the then existing scale of pay, under G.O.Ms.No.426, Finance (P.C) Department, dated 15th November 1961.

2.         It was therefore ordered in the G.O. third read above that the scale of all Graduate L.D.Clerks, Graduates Typists and Graduate L.D. Steno-typists, which was shown as Rs. 100-5-150 in G.O.Ms.No. 426, Finance (P.C.) dated 15th November 1961, be given the revised scale of Rs. 110-7-180-9-225. It was however ordered therein that the non-graduates in the above mentioned three categories who were in the pre-revised scale of Rs.80-4-100-5-150 shall be in the revised scale of Rs. 90-6-150-7-192.   Subsequently these orders were modified through the G.O. fourth read above, so that such of the L.D. Clerks, Typists, and L.D. Steno Typists as were appointed prior to 19th March 1969 and given the pre 1969 scale of Rs. 100-.'i- I 50 may be allowed the corresponding revised scale of Rs.110-7-180-9-2?5 irrespective of their qualifications and that the others be placed in the revised scale of Rs.90-6-150-7-192.

3.         Since the revised scale of Rs. 110-7-180-9-225 which was given to these categories was treated as personal scale to them, the corresponding selection grade scale of Rs 225-9-252 was not extended to them. These categories were allowed the selection grade scale of Rs. 192-7-213   applicable to the revised scale of Rs. 90-6-150-7-192 only.


4.        A few of the affected persons, filed a Writ Petition in the High Court seeking, among others direction for extension of the selection grade scale of Rs. 225-9-252 applicable to the scale of Rs. 110-7-180-9-225 instead of the scale of Rs. 192-7-213 extended to them. The Court allowed this request. Therefore, the selection grade scale of Rs. 225-9-252 is admissible to those who get the revised scale of Rs. 110-7-180-9-225.

5.         Government accordingly order that all those L.D. Clerks, Typists and L.D. Steno typists who were placed in the revised scale of pay of 1969 of Rs. 110-7-180-9-225 by virtue of orders in the GOs third and fourth read above, and who were duly · appointed to the selection grade posts in the above mentioned three categories and who were allowed the selection grade scale of Rs. 192-7-213 be given the selection grade scale of Rs. 225-9-252 instead of Rs. 192-70-213 The benefits shall be from the date from which they were appointed to the selection grade posts in these categories. They shall be entitled to the arrears, if any, which may be admissible as a result of fixation now ordered in the scale of Rs. 225-9-252 for the periods they actually discharged duty in the post.

6.         It is also hereby ordered that the pay of the persons affected by this ordered be fixed from time to time and also in the successive Andhra Pradesh Revised Pay Scales of 1974 and 1978 in accordance with the provisions of the orders issued in respect of the Revised Pay Scales of 1974 and 1978. Those affected are hereby allowed to revise the options in so far as the date of entry into the Revised Pay Scales of 1974 and 1978 is concerned within a period of one month from the date of receipt of communication of the order refixing their pay in Selection Grade Scale of Rs. 225-9-252.

7.        Consequent on the issue of these orders the orders issued in the G.O. and U.O.Note fifth and sixth read above shall be treated as cancelled.
