RULES FOR THE ANDHRA PRDESH POLICE (CIVIL) SERVICE.

RULES
1. Short Title:
These rules
may be called the Andhra Pradesh Police (Civil Police) Service Rules,1998.
2. Constitution:
The Service
shall consist of the following categories of posts, namely: -
Category (2): Deputy Superintendent of
Police including Assistant Commissioner of Police other than Assistant
Commissioner of Police (Head Quarters and City Armed Reserve.)
Category
(3): (a)
Inspector of Police.
(b) Inspector of Police (Women).
3. Method of Appointment:
Subject to the other provisions in these rules, the method of appointment for the several categories mentioned in column (1) shall be by the method specified in the corresponding column (2) of the Table below: -

Note-1: In every cycle of ten vacancies, the appointment to the post of Deputy Superintendent of Police shall be as follows, namely: - |

Providing that appointment by
transfer to the posts of Inspector of Police Including Hyderabad City Police
shall be made by the Deputy Inspectors General of Police concerned, or as the
case may be by the commissioner of Police form a list of candidates approved
by the Director General of Police in the order indicated therein.

4. Reservation of appointment:
The Rule of Special representation (General Rule-22) and the rule of preference in appointment (General Rule-A) Women Reservation in Appointment) shall apply to appointment by direct recruitment to the post of Deputy Superintendent of Police in this service, provided that no reservation shall be made for physically handicapped persons.
5. Age and Qualification:
1. No person
shall be eligible for appointment as Deputy Superintendent of Police by direct
recruitment unless:
(a) he has completed the
age of 21 years and has not completed the age of 28 years on the first day of
july of the year in which the notification for selection is mad:
(b) he holds a bachelor’s
degree of any university in India established or incorporated by or under a
Central Act, Provincial Act or a State Act or of an Institutions recognized by
the University Grants Commission or an equivalent qualification.
(c) He is not less than
167.6 CMS in height.
(d) He is not less than
86.3 cms round the chest on full inspiration and has a chest expansion of not
less than 5CMS on full inspiration: and
(e) He satisfies a Medical Board in Hyderabad or in Visakhapatnam as to his physique, fitness and capacity for active outdoor work and is certified by the ophthalmic Surgeon, Osmania or Sarojini Devi Hospital, Hyderabad or king George Hospital, Visakhapatnam that his vision comes up to the Requirements specified below without the use of contact glasses.
Explanation: - for the purpose of this rule a contact glass or lens is defined as a glass shell, the concavity of which is in contact with the globs of the eye, a layer or liquid being interposed between the lens and the cornea. The meaning of the ‘’ glasses ‘’ wherever used below is to be interpreted as not covering contact glasses.
Provided further that a candidate belonging to the Scheduled Tribe Category for appointment by direct recruitment as Deputy Superintendent of Police shall not be less than 164 cms. in height and is not less than 83.8 cms. round the chest with a minimum expansion of not less than 5 cms on full inspiration.
Provided further that a Woman candidate for appointment by direct recruitment as Deputy Superintendent of Police shall not be less than 152.5 cms. in height and shall not be less than 45.5 kgs. In weight.
(f) the examination for
determining the acuteness of vision includes two testes, one for distant, the
other for near vision. Snellon’s test types will be use for the test for
distant vision, without glasses at a distance of 6.10 metres and for the rest
for near vision, without galsses, at any distance selected by the candidate.
The Standards of the minimum acuteness of vision which will be used for
guidance in the examination of a candidate are as follows:-

(g) each eye must have a
full field of vision as tested by and movements.
(h) squint or any morbid
condition of the eyes or of the lids of either eye liable to the risk of
aggravation of recurrence will cause the rejection of the candidate.
(i) each eye will be
examined separately, and the lids must be kept vide open during the test.
(j) inability to
distinguish the principal colures will not be regarded as cause for rejection,
but the fact will be noted in the proceedings and the candidate will be
informed.
(k) the degree of acuteness of vision of all candidates for appointment will be entered in the proceedings in the following manner: -

2. The qualifications for appointment to the posts of Deputy Superintendent of Police and Inspector of Police by Transfer or promotion shall be as given in the annexure.
6. Minimum Service:
(a) not less than five
years for a Deputy Superintendent of Police to be promoted as Additional
Superintendent of Police (Non-cadre).
(b) not less than six years for Sub-Inspector of Police and for Inspector of Police to be promoted as Inspector of police and Deputy Superintendent of Police respectively.
7. Probation:
(b) Every person appointed by promotion or transfer to any of the categories in this service shall from the date on which he commences probation, be on probation for a total period of one year on duty within a continuous period of three years.
8. Training:
(b) Every person appointed
by direct recruitment to the posts of Deputy Superintendent of Police shall,
before the commencement of training, execute and agreement bond that he shall
serve the Department for a period of five years after the completion of
training referred to in sub-rule(a). Such person shall be liable to refund to
the Government the pay and allowances and other remuneration received by him in
addition to the amount spent by the Government on his training, if:-
(ii) he discontinues the
training or is discharged form training course for misconduct or for any other
reasons to be recorded in writing: or
(iii) he secures any other
employment elsewhere than under the State Government.
(c) The period of training
shall count for purpose of probation, increments, leaves and pension.
(d) Every direct recruit who is selected and appointed shall be eligible during the period of training, for the initial pay of the post with usual allowances admissible at the place of training.

(b)Every person appointed to the service shall pass the departmental test as prescribed by the Director General and Inspector General of Police from time to time for promotion or appointment by transfer.

11. Transfer and Postings:
(a) A member of the
service shall be liable to serve in any part of the State of Andhra Pradesh or
when so ordered by the State Government in any part of India outside the said
State:-
Provided that nothing
contained in this sub-rule shall effect the operation of the provision of
Chapter-XII in Part-VII of the Fundamental Rules in regard to transfer of
officers to Foreign Service:
(b) A *[direct recruit]
Deputy Superintendent of Police. Category-2 shall be transferred and posted at
Assistant Commandant, Andhra Pradesh Special Police Battalions and shall be
remain in the Battali0ns and shall remain in the Battalions compulsorily for a
period of three years. The Service rendered in the Andhra Pradesh Special
Police Battalion shall he counted for the purpose of reckoning qualifying

(c) The transfers and
postings in the case of Additional Superintendent of Police (Non-cadre) and
Deputy Superintendent of Police, shall be made by the Government.
(d) In the case of Inspector of Police, the transfers and postings shall be made, within the unit specified in rule-10, by the Commissioner of Police and the Deputy Inspector General of Police concerned except in the case of Unit-Iv and V. The transfer and postings in the case of Inspector of Police in Units-IV and V shall be made by the Deputy Inspector General of Police, Kurnool and Warangal respectively.
12. Uniform Grant:
The Member of the Service shall be entitled for the uniform Grant at Such rate as may be decided by Government from time to time.
