Read the following: -

ORDER:

Specific guidelines have been issued from time to time for use at the time of consideration or employees for promotion to higher categories. These instructions have been compiled and made available to all the Departments in the form or booklets. These instructions relate to zone or consideration / categorisation or Employees who are facing the disciplinary cases / employee undergoing punishment / review of cases wherein the adverse remarks expunged etc. To deal with cases of adverse remarks, comprehensive instructions were issued in regard to the procedure to be followed.

2.  Representations are being received in the Government alleging that out of turn and personal promotions are being made in some of the Departments duly relaxing the normal rules in force. Representations have also been received that meritorious employees are not getting their due promotions and the officers with adverse entries and punishments are being promoted as a result of rescinding the orders of reducing the punishment after several years of imposition of punishment or expunction of adverse remarks in the Annual Confidential Reports. This adversely affects the morale of the efficient and honest Officers.

3.    The Departments of Secretariat are, therefore, directed that if it is proposed to expunge / tone down the adverse remarks or reduce the penalty awarded to the Government Employee or completely remove the punishment already at imposed or intend to give person or out of turn promotions, such files should invariably be circulated to the Chief Minister through the Chief Secretary to Government and the concerned Minister.

4.    The receipt of the G.O. should be acknowledged.
