ORDER

The Andhra Pradesh Non-Gazetted Officers Association has represented to Government that the appointments to special grade posts/special temporary promotion posts/special adhoc promotion posts have to be made on accrual basis (i.e.) as and when the period of 10/15 years of service so completed and not from 1-4-1981 or from 1st September of each year.

2.         The request of the Association has been examined and it is hereby clarified that the orders issued in the Government Order cited do not stipulate that the appointments should be made from either 1^st April or 1st September of each year. Since the scheme has come into force with effect from 1-4-81, all persons eligible as on 1-4-1981 should first be considered and appointments to special grade posts/special temporary promotion posts/special adhoc promotion posts should be made with effect from 1-4-1981 and subsequent appointments have to be made after preparing a panel not later than 1^st September of each year in accordance with the procedure outlined in paras (A), (B) and (C) of part- II of Appendix to the Government Order cited.  Such appointments shall have to be given from the date they actually complete the 10 years period/15 years period in a Particular scale as the case may be.

3.`           All the Appointing Authorities are, therefore, requested to make appointments after preparing panels not later than 1st September of each year of all persons eligible for appointment to the special grade posts/special temporary promotion posts/special adhoc promotion posts and issue from the date on which the employee completed 10/15 years as also case may be.

4.             All the Heads of Departments and Departments of Secretariat are requested to bring the clarification to the notice of all the appointing authorities and see that the orders issued in the Government Order cited are implemented accordingly.
