ORDER:

In the Government order 2nd read above, orders were issued revising the Scheme and syllabus of the examination for making direct recruitment to the posts under Group - I, Group - II Services, and also Gazetted and Non- Gazetted categories respectively to be conducted by the Andhra Pradesh Public Service Commission.

The Government, keeping in view of the function of the Andhra Pradesh Public Service Commission and to enhance the quality and transparency in making selections to the posts under various categories of Government services by direct recruitment, have appointed Sri J. Satyanarayana, IAS, Spl. Chief Secretary to Government to report on the reforms and ways to streamline the recruitment procedure. He has accordingly submitted report suggesting to carry out certain amendments, among other issues, to the present system of conducting interviews.

Sri J.Satyanarayana, IAS, Spl. Chief Secretary in his report has observed that the current system has interviews for all posts except Group- IV Services and in the given limitation time, it is not conceivable to maintain the quality of interview. He has, therefore, recommended to abolish the system of conducting interviews altogether, except for State Services and to prepare the general merit list purely based on the written test for all other services and also to conduct the medical test for the candidates selected for both the State and Subordinate Services in the Government hospital to judge the physical and / or mental abilities. He has also made recommendation to increase the length of interview for the candidates for the State Service.

The Government on receipt of report containing above recommendations requested the Andhra Pradesh Public Service Commission to start implementation of the recommendations. The Secretary, Andhra Pradesh Public Service Commission has furnished the views of the Commission through his letter 4th read above.

The Government have examined the issue in detail and decided to accept the recommendations in principle, however, to retain the present system of interview for recruitment to the posts under Gazetted category viz Deputy Superintendent of Police (Communications) Asst. Conservator of Forests, Degree College Lecturers, Government Polytechnic Lecturers and Junior College Lecturers. The Government accordingly in supersession of orders issued in G.O. 2nd read above, revise the scheme of examination for Group-II Services and Gazetted and Non- Gazetted categories, while retaining the existing scheme and syllabus for Group-I examination as detailed in Annexure - I to III to this order.

The Government also direct that the Andhra Pradesh Public Service Commission shall send the selected candidates for both State and Subordinate Services to Government Hospital for medical test in order to judge the physical fitness before the selection list is communicated to the unit officers.

The Principal Secretary, Andhra Pradesh Public Service Commission is requested to finalize the scheme and syllabus of the examination for recruitment to Group - I, Group - II Services and Gazetted and Non-Gazetted categories of services and implement the same in the forthcoming recruitments which are to be notified in future, and these orders shall not apply to the recruitments on hand for which notifications have already been issued and are in process and they will be finalized as per orders issued in G.O. 2nd read above.
