In the reference 3rd to 7th
cited, it has been represented that according to para (a)(ii) part-I of Appendix to Government Order 1st
cited above, for the purpose of computing the length of service, for appointment to special grade posts all services
that counts for increment in that scale shall be taken into account.
Similarly for purposes of appointment to special promotion posts, the service rendered in the special
grade as well as ordinary grade is taken into account. Most of the employees
who have completed
15 years of service have got their special promotion posts, and got
their pay fixed in the special promotion scale. But it has been represented that as a
result of clarification issued in the Memo No 2nd
cited defining "Satisfactory Service"
as
service the counts for probation and seniority, the appointments already made to
promotion posts based on length of service counting for increments have been upset
that as regularisation of appointments etc., are not done in time and further that the
clarificatory orders issued are contrary to the very basic concept of the scheme (i.e.) to relieve stagnation, the clarificatory orders issued in Memo No. 2nd
cited may be
revised so as to enable the employees to get their special promotion posts taking into
account the incremental service as was done in the case of special grade posts.
2. Government have examined and reviewed the position and have decided to withdraw the clarification issued in reference 2nd cited above and to allow all service
that
counts for increments in a scale to count for computation of 15 years of service
for appointment to special promotion posts provided the employee fulfills the qualifications prescribed for promotion to the higher post under the service rules and
also
the other conditions laid down under the automatic advancement scheme for
appointment-to special promotion posts. Accordingly Government in. supersession of
the
orders issued in the reference 2nd
cited above hereby clarify that 'satisfactory
service' shall be such service which counts for increments in a particular pay
scale. The other conditions laid down in the Government order 1st cited
for appointment to special promotion posts shall, however, remain unchanged.
3. All the Departments of Secretariat and Heads
of Departments are requested to bring the above clarification to the notice of
all appointing authorities concerned for regulating the appointments to special
promotion posts.
