Sub: Foreign Service - Deputation on foreign service - Review of the deputation cases - Instructions - Issued.

According to the terms and conditions issued in the reference cited, extension of deputation on foreign service beyond the sanctioned period is not allowed. It is noticed that Government servants who were working on foreign service on deputation are not repatriated to their parent Departments after completion of the sanctioned deputation period and are being continued unauthorizedly in the borrowing institutions. Such continuation is not in accordance with the orders issued in the reference cited, and it is likely to develop strong vested interest and the individuals may also resort to several methods to prevent entry of other Government servants.

2.  In some cases, the borrowing departments are continuing the deputationists beyond the sanctioned period, which does not satisfy the orders issued in the reference cited. The Secretariat Departments and the Heads of Department are also not initiating any action for their repatriation immediately after their term of deputation is completed.

3. In view of the above, all the Departments of Secretariat and all the Heads of Department should review the cases of deputations periodically before completion of initial period of one year and extended up to three years or five years as the case may be and should take prompt action for their repatriation on completion of initial / extended period of deputation.

4.  All the Departments of Secretariat and the Heads of Department should review the deputation cases once in six months and ensure that no violation of existing Government orders takes place. In case of any violation of rules, the Departments may take disciplinary action against the concerned including the deputationist.
