ORDER
In
the G.O. read (i) above, Government constituted a committee or officials headed
by Sri K. Subrahmanyam, 1.A.S., (Retd.), Member, A.P. Slate Planning Board, to
examine the issue of restructuring of State Level Public Enterprises. The
Committee submitted its Reports to Government on 10-3-1995 & 26-3-1995.
Generally approving the approach of this Committee, Government constituted a
Working Group, as in G.O. (ii) read above, headed by the Member, State Planning
Board and including two expert non-official members, viz., Sri M.R. Naidu and
Sri K. Narasimha Murthy, to study restructuring of State Level Public
Enterprises and Coop. Enterprises in detail unit by unit and to submit
recommendations for action.
2. The Working Group
has examined in detail in the first instance the Working or 18 SLPEs as per the
Annexure after discussions with the officials concerned and also has given a
hearing to certain Associations and Unions of employees. The Working Group has
submitted its recommendations to Government on 24-4-1995 in the form or 1st
Report.
3. Government have
examined the recommendations or the Working Group and hereby accept the unit wise
recommendations, continue its work in respect or the other units and also
proceed with action to ensure that the Government departments and SLPEs take
appropriate action to implement the recommendations in respect or the 18 Units
covered by its 1st Report without delay. For this purpose. the Group
is empowered to call for records from the Government Departments, the SLPEs and
Coop. Enterprises and to suggest suitable course of action to work-out details
or further action lo he taken, and to hold further discussions, as considered
necessary, in order to ensure that action is completed as approved by
Government. The Departments. SLPEs and Coop. Enterprises concerned arc directed
to supply information and records called for by the Committee. The Secretaries
to Government in the relevant departments will ensure that the working group
receives the Co-operation of the SLPES and Co-op enterprises. It is open to the
working group to bring lo notice or Government any further aspects regarding
action by Government to ensure that the work or restructuring and rationalising
of the activities or SLPEs and Coup. Enterprises. As also of divestiture and
winding-up, wherever necessary. is completed successfully and without delay.
4.
Government further hereby order that the Working Group.
5. The
working Group may involve and associate in its task the Secretaries to
Government who arc administratively concerned with the Corporations indicated
in the Annexure whenever necessary.
6. The
Convenor for the Working Group Meetings will be Dr. J.S. Sarma, IAS, Secretary
to Government, Finance and Planning (Pig. Wing). Government or Andhra Pradesh.
