Instances
have been brought to the notice of Government that due to the reason of the
Departmental Promotion Committees not meeting in time, promotions are being
delayed unnecessarily. The matter has been discussed at the meeting of the Secretaries
to Government held on 9-1-76 md 2-2-76 and it was decided that:
(i) the Departmental Promotion
Committee meetings should be convened after ascertaining the convenience of
Members;
(ii) In the event of all the members
not being present in the first instance the Committee may, to avoid undue
delay, make recommendations at its adjourned meeting in case more than half of
the number of members are present at the said meeting.
2. All the Departments of Secretariat and
Heads of Departments are requested to ensure conduct of the· Departmental
Promotion Committee meetings in time and to avoid complaints of delay in making
promotions in future.
