CONVERSION
OF FULL
TIME CONTINGENT EMPLOYEES TO CLASS-IV GOVERNMENT EMPLOYEES
1.
(i) All full-time contingent posts, which were originally created under specific Government Orders and have been in existence for a period of 10 years or more and are required to be retained on a permanent basis be converted into regular Government posts in the last grade service in the pay scale of Rs.290-5-345-10-425 with immediate effect.
(ii) Absorption
of personnel against these posts converted into regular Government posts who
held these posts continuously for 10 years or more issued by General
Administration Department in Government Memo.No.422/S.M./80-9, dated 8-5-1981.
(iii) There
shall be no further appointment of full-time contingent employees in any
Departments of Government or local bodies Panchayat Raj institutions etc. (Vide
G.O.Ms.No.38, Fin.&Plg. (F.WP.R.C.VI) Dept, dt. 1-2-80.)
2.
(i) All
full-time contingent posts which have been on existence for a period pf 10
years or more by 31st December 1980 and are required to be retained on
a permanent basis be converted into regular Government posts in the last grade
service in the Pay Scale of Rs. 290-5-345-10-425 with effect from 1-1-1981
wherever they have been created, by a competent authority irrespective of
whether they were any Government Orders sanctioning them or nor.
(ii) In
supersession of Government Memo.No.747-D/95/PRC-IV/79-2, dated 1-2-1980 that
all full time contingent posts which have been created under the orders of the
competent authority which have been in existence for a period of 5 years or
more as on 1-4-1981 and which are required to be continued 6n a permanent basis
be converted into regular Government posts in the last grade service in the pay
scale of Rs.290-5-345-10-425 with effect from 1-4-1981.
(iii) The heads of offices should issue proceedings creating regular last grade posts quoting this as authority. (iv) Absorption of the personnel who have held these posts continuously for 5 years or more are issued by General Administration Department in Government Memo.No.422/S.M/80-9, dated 8-5-1981. (i) The
Head of Department may issue orders by virtue of the powers vested in him under
Rule 27 relaxing relevant Rules relating to age etc., wherever necessary to
absorb contingent staff in the posts converted into class IV.
(ii) It
is not necessary to intimate the vacancies caused consequent on such conversion
of contingent posts to the Employment Exchange and it will not attract the
provisions of the Employment Exchange (Compulsory Notification) Act, 1959. (Vide

(i) All
benefits of leave conferred on regular last grade employees shall be allowed to
the persons absorbed against the converted full time contingent posts, into
last grade service posts subject to the conditions laid down in the respective
rules.
(ii) The
service conditions like declaration of probation, that is applicable to the
last grade service employees will apply to the full-time contingent employees
who are absorbed as last grade service employees in accordance with rule 10
(ii) of the A.P. Last Grade Service Rules. (Vide Govt· Memo. No. 2538/Pl/83,

5.
(i) New
entrants should not be appointed against converted class IV posts as they are
meant for only full-time contingent employees.
(ii) Converted
class IV employees cannot be appointed in regular posts of Attenders. They can
approach the Employment Exchange when vacancies of Attenders are notified, and
they can be appointed as Attenders if. they are sponsored by Employment
Exchange along with others. (Vide Govt. Memo. No. 2494/SS2/83-1, Rev. S.S.Dept.

6. Leave/Pension etc. eligible for all personnel working
in converted class IV posts, (Lr.N0.29353/135/Al/PRC.IV/81.dt. 10-7-81 Fin. &

8. Pre-absorption service of fulltime contingent
employees who are absorbed Government Service against the posts of full time Contingent
be counted for purposes of Pension in combination with subsequent Government Service
in relaxation of Article 361 of Civil Service Rules. G.O.Ms.No. 156,

9. Full time contingent posts if once converted as Last
Grade Service it is deemed to have been a permanent addition to Last Grade
Service Cadre. But there shall be no change in the duties of the incumbent. (Circular

10.
Full time contingent employees in Government including
those in the projects not covered by the orders issued in G.O.Ms.No. 38, Fin.,
dt. 1-2-1980 and G.O.Ms.No. 9, Fin. & Pig. Dept., dt. 8-1-81 and who
consequently continued as full-time contingent employees even on completion of
5 years of service shall be paid as remuneration of Rs. 290/- P.M. from the
date they complete five years of continuous service as full-time contingent employees

11. Period of Probation: 2 years within a continuous period
of 3 years (Govt.Memo.No.50558/Agril. V/(1)/82-4,dt. 6-10-83, F.&A. Dept.)
12. Eligible for all benefits which are extended to
Government Class IV employees subject to the same conditions, if any, as are
applicable to such benefits in the case of Government Class IV Employees. (Vide
Circular Memo. No. 33894/187/PRC.III/83, dt.19-12-1983 Fin.& Pig. (Fin Wing
PRC.III) Dept., dt. 19-12-1983.)
13.
They will be eligible for promotion
to higher posts by transfer if they qualify and fulfil the other requirements
to hold higher posts on par with regular Class IV employees. (Vide Govt.Memo.No.846/SM/83-4,
G.A, (SM) Dept., dt. 23-2-1985)
14. They should· produce physical fitness certificate
issued by a civil surgeon on their appointment against converted Class IV post
(para 3 of the order).
If died before issue of these orders, the production of physical fitness certificate is deemed to have been waived. (Vide Govt. Memo. No. 501/SM/84-2.dt. 31-12-1984 G.A.(SM) Dept).
(i)
The
full - time contingent posts which did not complete 5 years of existence as on
1-4-81 can be converted into regular posts in the Last Grade Service as and
when they complete 5 years existence after 1-4-81 provided the other conditions
in the G.O.Ms.No.9. Fin.&Plg. Dept., dt. 8-1-81 are fulfilled.
(ii)
One
of the conditions in G.O.Ms.No:9, Fin. & Plg., Dept., dt. 8-1- 81 is that
the full-time contingent posts which are required to be continued as a permanent
basis can be converted into regular Government posts in last grade service. The
full-time contingent posts existing in the temporary Circles/ Divisions of
Irrigation Department which have been continuing based on the continuous orders
from time to time cannot be converted into last grade service posts since the
temporary Circles/Divisions can be disbanded at any time.

15. As clarified in Government
Memo.No.200/500/232/PRC.III/85 Fin.& Plg. (PR.III) Dept., dt. 23-8-85
(addressed to Pay and Accounts Officer, Hyderabad) even · after 1-4-81 the full-time
contingent posts can be converted into last grade posts provided the following
(4) conditions are fulfilled.
(i)
The
post should have been created under the orders of a competent authority.
(ii)
The
post is required to be retained on permanent basis.
(iii)
The
post should have completed 5 years existence.
(iv) The incumbent should have completed 5 years of continuous service as a full-time contingent employee before he can be absorbed against. such converted posts. Therefore, only those contingent posts which fulfil the above conditions can be converted into regular posts in last grade service. In all other cases the instructions issued in G.O.Ms.No. 233, Fin.&Plg. (PRC.I) Dept., dt. 19-8-83 have to be followed. (Vide Govt. Memo. No. 1361/186-2 Social Welfare (A2) Dept., dt.16-7-86)
16.
BREAK IN SERVICE:
(ii) The break in service for whatever reason including closure of Circles/Divisions and absorption in the same or some another unit. the employee will be eligible for condonation of such break for the purpose of computing the period of qualifying service for conversion into last grade service. 17.
(ii) Since long standing contingent posts are being converted into class IV posts in order to fill them by incumbents of the· converted contingent posts, if cannot be said the vacancies have arisen so as to attract the provisions of the Employment Exchange. (Compulsory Notification) Act, 1959. It is not necessary to notify to Employment Exchange consequence on such conversion of contingent posts to the Employment Exchange. (Vide Govt. Memo. 18.
(i) All
benefits of leave conferred on regular last grade employees shall be allowed to
the persons absorbed against the converted full time contingent posts into last
-grade service posts subject to the conditions laid down in the respective
rules.
