Creation of special grades, special temporary promotion posts for employees who
have completed 10/ 15 years of service - Clarification - Issued.
The
Andhra Pradesh Non-Gazetted Officers Association in their letter third cited
have represented that the pay of the employees working in the special
grade/special temporary promotion posts/special adhoc promotion posts, when;
promoted to higher posts in the service, is not fixed under F.R.22 (a) (i) read
with F.R. (31) even though the appointment to the post involves assumption of
duties and responsibilities of greater importance. They have therefore,
requested that necessary clarificatory orders may be issued in the matter.
Government after careful consideration hereby clarify that when employees
holding special temporary promotion posts are promoted to the next promotional
post under the Service rules applicable to the post, they are eligible for
fixation of their pay in the scale applicable to the regular promotion post
under F.R. 22 (a) (i) provided the conditions laid down in those rules are
satisfied. Therefore, in all such cases, the above instructions may be kept in
view while fixing the pay in the scale of pay of the promotional post.
