2. Apply
reservation for Director posts as follows: -
a. Identify
the two constituencies with the highest number of Scheduled Caste (SC) voters.
Within these two constituencies, further identify the one with the highest
number of SC women voters and reserve it for an SC - Women seat; reserve the
other for an SC (General) seat.
b. If
there are no SC voters, reduce the total number of constituencies from 13 to 11
and reallocate all voters accordingly. The two posts reserved for SCs shall be
filled by co-option as per the existing rules.
c. If no
SC women voters are found in the two identified SC constituencies, reduce the
total number of constituencies from 13 to 12 and reallocate all voters
accordingly. Under no circumstances shall any constituency other than these two
identified ones be considered for the SC - Women reserved seat, even if SC
women voters exist elsewhere. Thereafter, identify the ward with the highest
number of SC voters and earmark it as SC (General). The SC - Women seat shall
be filled by co-option as per the existing rules.
d. If SC
voters are present in only one of the 13 constituencies, reduce the total
number of constituencies from 13 to 12 and reallocate all voters accordingly.
Thereafter, identify the constituency with the highest number of SC voters and
earmark it as SC. If SC women voters are present in that constituency, allocate
it to SC - Women; otherwise, earmark it as SC (General). The unfilled SC seat -whether
SC (General) or SC – Women shall be filled by co-option as per the existing
rules.
e. Identify
one constituency, other than those already reserved for SC and SC - Women, with
the highest number of Scheduled Tribe (ST) voters and reserve it for ST
(General).
f. If
there are no ST voters, or if all ST voters are located within a constituency
already reserved for SC, reduce the total number of constituencies accordingly
and reallocate all voters to the remaining constituencies. The ST reserved seat
shall be filled by co-option as per the existing rules.
g. Identify
two constituencies, excluding those reserved for SC and ST, with the highest
number of Backward Class (BC) voters, and reserve them for BC seats following
the same procedure as above.
h. Identify one constituency, excluding those already reserved, with the highest number of women voters across all categories (SC, ST, BC, OC, or others), and reserve it for OC - Women.
3. After finalizing, the division of constituencies and the corresponding reservations, submit the proposal to the District Collector/District Election Authority for approval.
4. Upon
approval by the District Collector/District Election Authority, the Election
Officer shall publish the constituency-wise voters’ list on the date specified
in the election schedule.
