In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, and of all other powers hereunto enabling and in supersession of all the previous rules issued in so far as they relate to the posts included in this service, the Governor of Andhra Pradesh hereby makes the following special rules for the Andhra Pradesh Agricultural Service. 

Rule 1. Constitution: -

Rule 2. Method of Appointment and Promotion:

(a) Appointments to the categories of the posts mentioned in column (1) of the Table below shall be by the method specified the corresponding entry in column (2) thereof:

Assistant Agricultural Engineer         

 

(a) Recruitment by transfer from category of Supervisors in the A.P. Agricultural Subordinate Service; or

 

(b) Recruitment by transfer from the category of Supervisors in the A.P. Engineering Subordinate Service or in the Andhra Pradesh Industrial Subordinate Service; or Direct Recruitment - Sub. by G.O.Ms.No. 960, F&A., Dt. 27-6-1972.
 
(b)  The proportion of permanent vacancies in posts included in categories-5 and 7 to be filled by direct recruitment and by transfers shall be 1:3 and 1:2 respectively - Sub. by G.O.Ms.No.1509, F&A, Dt:23-10-1972, w.e.f. Dt. 5-4-1971.

 

(c)  The posts included in categories 1 to 4 shall be selection posts and appointment thereto shall be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal - Sub. by G.O.Ms.No. 960, F & A, Du 27-6-1972.

 

(d)  Notwithstanding anything contained in the General Rules for the Andhra Pradesh State and Subordinate Service the officers  holding  the  posts of Plant Protection Officers, Assistant Agricultural Chemists and Assistant Soil Conservation Officers in old categories 6.7 and 9 respectively shall be appointed as Assistant Directors of Agriculture in category S and  their seniority in that category shall be determined on the basis of their seniority in the category of Assistant Agricultural Officers in the Andhra Pradesh Agricultural Subordinate Service - Sub. by G.O.Ms.No.1, F&A, Dt. 1-1-1976, w.e.f. 27-6-1972.

 

(e)  Notwithstanding, anything contained in these rules and  in General Rules for Andhra Pradesh State and Subordinate Service all the temporary appointments made to the post of Agronomists, Divisional Soil Conservation Officers, Plant Protection Officers, Assistant Agricultural Chemists and Assistant Soil Conservation Officers prior to the date  of  merger of all sections into one unit shall for the purpose of regularization be governed by the rules which were in force immediately before the date of merger - Sub. by G.O.Ms.No.960, F&A, Dt. 27-6-1972.

 

(f)  Notwithstanding anything contained in these rules and in the General Rules for the A.P. State and Subordinate Service, the officers  holding the posts of Assistant Fruit Specialist, Superintendent, Agriculture Research Station and Superintendent, Sugar Liaison Farm in old category-7  of the service shall be absorbed as Assistant Directors of Agriculture in category-5 and their seniority in that category shall be determined on the basis of their seniority in the category of Agricultural Assistants in  the Andhra Pradesh Agricultural Subordinate Service - G.O.Ms.No.1337, F&A, Dt.14-9-1972.

 

(g)  Notwithstanding anything contained in these rules and in the General Rules for the Andhra Pradesh State and Subordinate Service, the officers holding the posts of Agronomists and Divisional Soil Conservation Officers in the old categories 3 and 5 respectively shall be appointed as Deputy Director of Agriculture in category 3 of the Andhra Pradesh Agricultural Service and their seniority in that category shall be determined on the basis of their seniority in the category of Assistant Agricultural Officers in the Andhra Pradesh Agricultural Subordinate Service - Sub. by G.O.Ms.No.1, F&A Dept., Dt.1-1-1976, w.e.f. 27-6-1972.

Rule3. Reservation of Appointments:

The principle of reservation of appointments (General Rule 22) shall apply to appointments by direct recruitment to the posts in category 5 - Sub. by G.O.Ms.No.960, F&A. Dept., Dt.27-6-1972.

Rule 4. Age Qualifications:

No person shall be eligible for appointment by direct recruitment to the posts of Assistant Agricultural Engineer in category-7 if he has completed 30 years of Age - Sub. by G.O.Ms.No. 960, F&A., Dept., Dt.27-6-1972.

Provided ex-Defence personnel duly qualified shall be eligible for appointment if he has not completed 40 years of age and be given preference other things being equal.

The age limit prescribed in this rule shall be reckoned with reference to the first day of July of the year in which the selection is made.

Rule 5. Other qualifications:

(a) No person shall be eligible for appointment to the category of posts specified in column (1) of the Annexure to these rules, by the method specified in column (2) thereof unless he possesses the qualifications prescribed in the corresponding entry in column (3).

 

In the event of suitable candidates with the required practical experience or training - for appointment to the posts in category 7 not becoming available, a person without the practical experience or training can be recruited direct or by transfer to the post of Assistant Agricultural Engineer, as the case may be. The candidate thus selected and appointed shall be given such training as may be prescribed by the Government. During the period of training, the candidates recruited direct on or after 1st January, 1976 shall be paid the initial pay of the post for which he is a trainee with usual allowances admissible at the place of training, and the candidates recruited by transfer shall be paid either at the rate applicable to the direct recruits or the pay Last drawn by them prior to their selection and appointment whichever is advantageous. He shall be allowed to count the period of his training as duty for all proposes like probation, pension, leave, increment, etc., subject to the restriction that he shall not be eligible for the first increment until he completes the said training - G.O.Ms.No.656, F&A., (Ag,.I), Dt. 15-11-1978.

 

(b) No person shalt be eligible for appointment by transfer to any category other than category-7 unless he has passed the Account test for Executive Officers - Sub. by G.O.Ms.No.960, F&A., Dept., Dt.27-6-1972.

Rule 6. Test and Training:

The following tests are prescribed for probationers: —

(a)       In the posts coming under Category 7—

 

(1)        Account Test for Public Work Department Officers Subordinates;

 

(2)        Departmental Test; (Substituted by G.O.Ms.No. 960, F & A., Dept., Dt. 27-6-1972)

 

Provided that in the case of persons allotted from the Telangana area, they should pass the said tests within a period of two years from the date of appointment to the category.

[(b) In other posts for direct recruits only—

(1)       Account Test for Executive Officers;

 

(2)       Departmental Test.

(i)       A person recruited direct to the post of Assistant Director of Agriculture during the period from 25th June, 1975 to 31st December, 1975, shall within the prescribed period of probation undergo practical training for a period of six months. During this period, he shall be paid the minimum oldie scale of pay of Assistant Agricultural Officers plus the Dearness Allowance admissible under the rules. He shall not be entitled to count this period for increments in the time scale of pay.

 

(ii)     A person recruited to the post of Assistant Director of Agriculture on or after 1st January, 1976 shall within the prescribed period   of probation undergo practical training for a period of six months. During this period of training, he shall be paid the initial pay of the post for which he is a trainee with usual allowances admissible at the place of training. He shall be allowed to count the period of his training as duty for all purposes like probation, pension, leave and increments, subject to the restriction that he shall not eligible for the first increment until he completes the training - G.O.Ms.No. 656, F & A, Dt. 15-11-1978.

Rule 7. Probation:

(a) Every person appointed to any category shall be from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years, if he is a direct recruit, or otherwise he shall be on probation for a period of one year within a continuous period of two years:

 

Provided that in the case of a person who is already appointed to a post in a category in the service and is a probationer or an approved probationer or a full member in that post or Category, no separate probation is necessary on his appointment to another post in the same or any other category of the same grade;

Provided further that a probationer in a post in a category appointed to another post in the same or another category of the same grade, shall be eligible to count towards his probation the period of duty performed by him in the latter post or category if during such period he would have held the post in the former category or post but for the appointment to the latter category or post.

Rule 8. Postings and transfers:

All postings and transfers shall be made by the Director of Agriculture, Andhra Pradesh, Hyderabad.

(i) A degree of B.E., (Mech. Branch) of any University in India Established or incorporated by or under a Central Act, Provincial Act or a State Act and Institutions recognized by the Central University Grants Commission or the degree of B.Sc., (Eng.) of the Banaras Hindu University or the Diploma in Mechanical Engineering of the College of Engineering, Guindy, or of the Technological Diploma Examination Board and Practical Experience in a Workshop for a period of not less than one year or B.Tech., in Agricultural Engineering.

 

(ii)   Experience for a period of not less than one year in the manufacture of Agricultural implements; and

 

(iii)  Familiarity with farming practice in South India - Sub. by G.O.Ms.No.960, F & A, Dt. 27-6-1972.

 

Category 5:   

Assistant Directors of Agriculture

 

Direct recruitment

(i) The degree of B.Sc., in Agriculture of any University in India established or incorporated by or under a Central Act, Provincial Act or a State Act and Institutions recognized by the Central University Grants Commission or the Diploma in Agriculture of recognized College of Agriculture; and Post-graduate degree in Agriculture; and

 

(ii) Evidence of ability to plan and organize with experience in agricultural extension (or) community development.

 

Transfer

     Recruitment by transfer / promotion from the common category of Agricultural Officer and Agricultural Officer (Soil Conservation Sub-Division) working in the Andhra Pradesh Agricultural Service.

 

Note: The Agricultural Officer (Soil Conservation Sub-Division) with B.Tech (Agricultural Engineering) on promotion shall be posted against the posts of Assistant Director of Agricultural (Soil Conservation) - G.O.Ms.No.259, Agri. & Coop. (FP.I),. Dt. 28-8-2007.

 


Category 6:
Assistant Direct (Statistics)

Direct Recruitment

(i)  A first of second-class degree Director Recruitment in Agriculture, Mathematics, (Statistics) Statistics, Economics or Commerce of any University in India established or incorporated by or under a Central Act, Provincial Act or a State Act and Institutions recognized by the Central University Grants Commission - Subs. by G.O.Ms.No.137, Agri., to Co-operation (FP.I), Dt.02-7-2012.

 

(ii) Post-Graduate work for at least two years in the Indian Agricultural Research Institute in Statistics leading to M.Sc., or its equivalent; and

 
(iii) Practical experience in Statistics in field experiments for not less than six months - Sub. by G.O.Ms.No.960, F&A., Dt.27 -6-1972.

 

Transfer

(i) A degree in Agriculture, Mathematics, Statistics, Economics or Commerce of a University in India established or incorporated by or under a Central Act, Provincial Act or a State Act and Institutions recognized by the Central University Grants Commission; and

 

(ii)   Special Training in Agricultural Statistics for a period of one year at the Indian Agricultural Research Institute or Training for a period of not less than five years as Agricultural Assistant in the Andhra Pradesh Agricultural Subordinate Service; or

 

(iii)  Experience is Statistical Assistant in Agriculture Department for a period of three years with not less than five years in the Andhra Pradesh Agricultural Subordinate Service.

 

Category 7:

Assistant Agricultural Engineers

Direct Recruitment

(i) The Degree in B. Tech.  (Agricultural Engineering) of the Indian Institute of Technology, Kharagpur or B.E. (Mech. Branch) of a university or a Diploma in Mechanical Engg. of the college of Engineering, Guindy, or of the Technological Diploma Examination Board in the State or the L.A.E. Diploma of the Technological Diploma Examination Board in the State; and

 

(ii) Practical Experience in Servicing, maintenance and repairs of tractor or Boring Machinery and allied machinery including maintenance of stores and field work for a period of not less than one year. Note: Agricultural Engineering Graduates will be preferred to Civil Engineering Graduates and Engineering Graduates will be selected only when Agricultural Engineering Graduates are not available.

 

Transfer

(i) (a) The degree of B. Tech. (Agri). Engineering) of the Indian Institute of Technology, Kharagpur or B.E. (Mechanical Branch) or a recognized University or a Diploma in Mechanical Engineering, Guindy or of the Technological Diploma Examination Board or the LAE Diploma of the Technological Diploma Examination Board in the State - GO.Ms.No.960, F&A., Dt. 27-6-1972.
