In exercise of the powers conferred by the proviso to Article 30 of the Constitution of India and in supersession of the Rules issue in G.O.Ms.No.2675 food & agriculture dated:17-11-1964 an amendment issued thereon the Governor of Andhra Pradesh hereby make the following Special Rules for the Andhra Pradesh Agriculture Subordinate Service.
 

Rule 1. Short title and commencement: -

(1) These rules may be called the Andhra Pradesh Agricultural Subordinate Service Rules.
(2) They shall come into force with immediate effect.
 

Rule 2. Constitution: -

The service shall consist of the following Categories of posts in the Andhra Pradesh Agricultural Subordinate Service: —

Class - A:

Category (1): Agricultural Extension Officer, Grade-I (including Sub-Asst., Gr.I)

Category (2): Agricultural Extension Officer, Grade-II (including Sub-Asst. Gr.II)

Note:
1. The post of A.E.O. Gr.I and A.E.O. Gr.II shall be filled by the promotion of A.E.O, Gr.II, A.E.O. Gr.III respectively till all the eligible persons in the latter categories are available.  After the persons in the feeder categories of A.E.O. Gr.II and A.E.O. Gr.III including A.E.O. Gr.I vacate their posts, either due to promotion or for any other reason, the said posts vacated by them shall be abolished for creation of higher category posts of Agril. Officers in A.P.A.S.

 

2. The post of Mechanic Gr.I shall be converted to that of Mechanic GrI as and when the Post falls vacant for any reason.

 

3. The post of Compositor (Category 6 under Class-C) shall be converted to that of Compositor-cum-Treadle man (Category-II under Class-C) as and when the post falls vacant for any reason.

 

(a) 50% of the substantive vacancies in the category of Asst. Engineer (Agriculture) shall be filled by direct recruitment.

 

(b) The appointments to the Category of Assistant Engineer (Agriculture) other than by direct recruitment shall be made by the promotion of Mechanic Grade-I till all the eligible persons in Mechanic Grade-I are exhausted and Mechanic Grade-II in the remaining vacancies.

 

4.
(a) 25% of substantive vacancies in the Categories of Statistical Assistant and Computer shall be filled by direct recruitment.

 

(b) 25% of substantive vacancies in the Categories of Statistical Assistant and Computer shall be filled by appointment by transfer of persons in equivalent rank from Economics & Statistics Deptt.

 

(c) The appointment, other than by direct recruitment and transfer of persons in equivalent rank from Economics & Statistics Department to the post of Statistical Assistant shall be made by promotion from the category of Computer in the relevant zones and the Directorate. The Computers of the Directorate shall be considered against the seventh vacancy in a Unit of 7 vacancies in each zone.

 

(d) The appointments Other than by direct recruitment and transfer of persons in equivalent rank from Economics and Statistics Department to the post of Computers, shall be made by transfer from the category of Junior Asst. / Typist / Junior Stenographer, etc. in the Agriculture Department to the post of Computer in the relevant zones and Directorate.

 

Provided that notwithstanding anything contained in notes (1), (2), (3) and (4) in this rule, the seniority of the persons appointed to the above categories of posts, by different methods shall be governed by the provisions of General Rule 33 of the Andhra Pradesh State and Subordinate Service Rules.

Rule 4. Reservation of appointment: -

(a) The rule of Special Representation (General Rule 22) shall apply to appointments by direct recruitment to the various posts in this service except the following posts: -

 

(1) Librarian                                                                   (Class-D ... Category 6)

(2) Camera Operator-cum-Plate Maker                   (Class-C ... Category 3)

(3) Asst. Camera Operator - cum-Plate Maker       (Class-C ... Category 5)

(4) Binder                                                                        (Class-C ... Category 7)

(5) Compositor-cum-Tradleman                               (Class-C ... Category 11)

 

(b) In the matter of direct recruitment to the various posts, women shall be selected to an extent of atleast 331/3% of posts in each category of OC, BC-A, BC-B, BC-C, BCD, SC and ST quota, provided that if sufficient number of women candidates are not available such vacancies may be filled by men candidates.

 

Rule 5. Qualifications: -

No person shall be eligible for appointment to the Categories specified in Column (1) of the Annexure to these rules by the method specified in Column (2) unless he possess the qualifications specified in the corresponding entry in column (3) thereof.
 

Rule 6. Age: -

*(No person shall be eligible for appointment by direct recruitment, if he has completed **(34) years of age on the first day of July of the year in which the Notification for selection is made.)

Rale 7. Minimum Service: -

No person shall be eligible for appointment by transfer or promotion unless he has put in not less than three years of service in the Category from which promotion or appointment by transfer is made.

Rule 8. Probation: -

Every person appointed to any post in the service shall, from the date on which he commences probation, be on probation for a total period of one year on duty within a continuous period of two years, if appointed by promotion/transfer, and for a total period of two years on duty within a continuous period of three yean, if appointed by direct recruitment.
 

Rule 9. Training: -

(a) Every person appointed by direct recruitment or by promotion to the post of Asst. Engineer (Agri.) shall undergo 2 months training course in General Administration, Departmental Programmes, Accounts and Auditing and recent Agricultural Research Developments and all other subjects, prescribed by the Director of Agriculture from time to time.

 

(Every person appointed by direct recruitment or by promotion to the post of A.E.O. Gr. II shall undergo 2 months training course in Departmental programmes, Agricultural Research Developments and all other subjects, prescribed by the Commissioner & Director of Agriculture - G.O.Ms.No. 311, Agri. & Co-operation (Agri.lV), Dt. 25-7-2005)

 

(b) Every person appointed by direct recruitment shall before the commencement of training, execute an Agreement Bond that he shall serve -the department for a period of three years after the completion of training referred to in Sub-rule (a).  He will be liable to refund to the Government the pay and allowances and other remuneration received by him in addition to the amount spent by the Government on his training.

 

(i) If he fails to serve the Department for a period of three years after the completion of the training for any reason; or

(ii) If he discontinues the training or is discharged from training course for misconduct or any other reason; or

(iii) If he secures any other employment, elsewhere than Under the State Government.

 
(c) The period of training shall count for purposes of probation, increments, leave and pension and for all other purposes.

 

(d) A direct recruitee who is selected and appointed, shall be eligible, during the period of training, for the initial pay of the post with usual allowances admissible at the place of training.
 

Rule 10. Tests: -

(a) The following tests shall be passed by persons appointed by direct recruitment to the post of Assistant Engineer (Agri.) within the period of probation: -

(1) Agriculture Departmental Test.

(2) Accounts Test for P.W.D. Officers and Subordinates.

 

(b) The following tests shall be passed by persons appointed by direct recruitment to the post of (Deputy Statistical Officer) within the period of probation - Subs. by G.O.Ms.No. 136, Agri. & Co-operation (FP.I), Dt. 02-7-2012.

(1) Agriculture Departmental Test.

(2) Accounts Test for Subordinate Officers Part-1.
