In
exercise of the powers conferred by the proviso to Article 309 of the
constitution of India, the Governor of Andhra Pradesh hereby makes the
following Ad hoc Rules in respect of the temporary posts of Computer Operators
in the Animal Husbandry Department.
Rule 1. Constitution: -
The posts of Computer
Operators shall constitute a distinct class in the Andhra Pradesh General
Subordinate Service.
Rule 2. Appointment: -
Appointment to the
posts of Computer Operators shall be made-
(1) by direct recruitment; or
(2) by promotion from among the
holders of posts of Junior Assistants and Typists in the Andhra Pradesh
Ministerial Service; or
(3) for special reasons by
recruitment by transfer from any other class or service.
Note: The proportion for direct
recruitment, recruitment by transfer and promotion to the posts of Computer
Operators shall be as follows
By direct recruitment - 30%
of the vacancies
By promotion - 50%
of the vacancies
By transfer - 20%
of the vacancies
Rule 3. Appointing
authority: -
The appointing
authority for the posts of Computer Operators shall be the Director of Animal
Husbandry.
Rule 4. Unit of
appointment: -
The Unit of
appointment to the posts of Computer Operators, shall be the Zone as defined
under the Andhra Pradesh Public Employment (Organisation of Local Cadres and
Regulation of Direct Recruitment) Order, 1975.
Rule 5. Special
representation: -
The rule of Special
representation in so far as it relates to physically handicapped persons, shall
apply only to orthopaedically handicapped persons.
Rule 6. Women
representation: -
In the matter of
direct recruitment to the posts of Computer Operators, preference shall be
given to Women and they shall be selected to an extent of atleast 30% of the
posts in each category of O.C., B.C. 'A', B.C. 'B', B.C. 'C', B.C. 'D', S.C.,
S.T. and Physically Handicapped quota.
Rule 7. Qualifications: -
No person shall be
eligible for appointment to these posts unless he/she possesses the following
qualifications namely: -
(a) By direct
recruitment: -
(i) Must possess a Degree with
Mathematics or Statistics or Economics or Commerce as the main subject of study
from a University in India established or incorporated by or under a Central
Act, Provincial Act or State Act or an Institution recognised by the University
Grants Commission.
(ii) Must have passed Typewriting
Examination by Higher Grade both in English and Telugu.
(iii) Must have passed Diploma in
Console Operator Course or Data Entry Operator Course or Personal Computing for
Executives at National Institute of Information and Technology (N.I.I.T.) or
any other equivalent qualification and with one year experience, thereon.
(b) By recruitment
by transfer/promotion: -
(i) Must possess a Degree in
Mathematics/Statistics/Economics/Commerce or Science with Mathematics as one of
the subjects of study from a University in India established or incorporated by
or under a Central Act, Provincial Act or State Act or an Institution
recognised by the University Grants Commission.
(ii) Must have passed Typewriting
Examination by Higher Grade both in English and Telugu.
(iii) Must have passed Diploma in
Console Operator Course or Data Entry Operator Course or Personal Computing for
Executives at N.I.IT. or any other equivalent qualification.
Rule 8. Age: -
No person shall be
eligible for appointment to the post by direct recruitment, if he/she has
completed the age of28 years on the first day of July of the year in which the
Notification for selection is issued.
Rule 9. Probation: -
Every person
appointed to the post shall be on probation for a total period of two years on
duty within a continuous period of three years, if appointed by direct
recruitment and one year on duty within a continuous period of two years, if
appointed by transfer/promotion.
Rule 10. Tests: -
Every person
appointed by direct recruitment or recruitment by transfer / promotion as
Computer Operator, shall within the period of his/her probation, pass the
Animal Husbandry Departmental Test and Accounts Test for Subordinate Officers,
Part-I.
