In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers here unto enabling and in supersession of the Andhra Pradesh Animal Husbandry Subordinate Services Rules issued in G.O.Ms.No. 1427, GA(Rules) Department, dated 11.11.1961 as amended from time to time and Adhoc rules governing appointment to the Non-Gazetted posts other than those covered under Andhra Pradesh Ministerial Service Rules and Andhra Pradesh Last Grade Service Rules, the Governor of Andhra Pradesh hereby makes the following rules for the Andhra Pradesh Animal Husbandry Sub-ordinate Service.

Rule 1. Short title and commencement: -

These rules may be called the Andhra Pradesh Animal Husbandry Sub-Ordinate Service Rules, 2003.

Rule 2. Constitution: -

The service shall consist of the following categories of posts, namely: -

Class-A

Category (1): Junior Veterinary Officer.

Category (2): Livestock Assistant.

Category (3): Radiographer

Category (4): Veterinary Assistant including Veterinary Vaccinator, Enumerator (Sample Survey)

Class-B: (VBRI)

Category (1): Refrigeration Engineer

Category (2): Research Chemist

Category (3): Electric Mechanic

Category (4): Lab Technician, Grade II

Category (5): Carpenter

Category (6): Lab. Attendant

Class-C: (Audio Visual Unit)

Rule 3. Method of appointment and appointing authority: -

Subject to the other provisions in these Rules, the method of appointment and appointing authority for the several categories shall be as follows:

Note 1:
For promotion to the post of Junior Veterinary Officer; Livestock Assistants and Dairy Assistants will be considered in alternative vacancies till all the Dairy Assistants are promoted. Thereafter only Livestock Assistants will be considered for promotion.

Note 2:

(a) 50% of the substantive vacancies in the category of Veterinary Assistant, Television Operator, Photo Artists. Milk Recorder, Maistry and Computer (Statistics) shall be filled by direct recruitment.

 

(b) The vacancies other than by direct recruitment, for the categories mentioned in (a) above shall be filled in the following order:

Veterinary Assistant:

1st Vacancy: Record Assistants, Attenders and Lab Attenders, and Maistries from a list of qualified candidates.

2nd Vacancy: Fieldman

3rd Vacancy: Fieldman

The vacancies of Television Operator, Photo Artist, Milk Recorder, Maistry and Computer (Statistics) other than by direct recruitment shall be filled from the feeder categories mentioned in the above table against the respective categories.

Rule 4. Reservation of appointment: -

(i) The rule of Special Representation (General Rules 22 & 22A) shall apply to appointments by direct recruitment to various posts in this service. Reservation for physically Handicapped persons in respect of the posts of Vety. Assts., shall be made, provided they fulfil the following: -

(a) Both eyes of the candidates shall not be blind.

(b) In case of visually handicapped category, one eye shall be perfectly working and the candidate shall otherwise be physically fit.

(c) In case of 2nd category, i.e., Hearing handicapped, the defect shall be less than 50%.

(d) In the Orthopedically handicapped category, the defect shall be minimum and the selection committee satisfies that the selected candidate can perform his duties without any difficulty.

(ii) The Rule of Special representation (G.R. 22) shall apply to S.C./S.T. employees in promotions.

Rule 5. Qualifications: -

No person shall be eligible for appointment to the categories specified in the column (1) of the following table by the method specified in column (2), unless he possesses the qualifications specified in the corresponding entry in column (3) thereof.

[(i) Must have passed the two years Animal Husbandry Polytechnic course conducted by the Sri Venkateshwara Veterinary University, Tirupati, in any one of the Animal Husbandry Polytechnics

OR

(ii) Must have passed Intermediate or its equivalent examination with Biological Sciences / Intermediate Vocational course in Dairying and Poultry Sciences as one the subjects of study/two years poultry diploma Course conducted by the Polytechnic Ramachandrapuram of Sri V enkateswara Veterinary University, Tirupati etc.:

 
Provided that the candidates selected with the qualifications in clause (ii) above must undergo one-year Departmental Training in Veterinary Assistants Course to be conducted by the Government and those who have successfully completed the said training shall be appointed to the post.]

By transfer of Record Asst./ Attenders, Lab. Attenders Fieldmen and Maistry

(i) Must have passed Intermediate examination or its equivalent examination with Biological Sciences, Intermediate Vocational Courses like Dairying and Poultry Sciences etc., as one of the subjects of study.

 

(ii) Must have undergone one year training in veterinary Assistants Course to be conducted by the Government.

Note: The in-service candidates, appointed prior to 31.12.92, must have passed S.S.C. or its equivalent examination.


Class-B: (Veterinary Biological Research Institute)

Category (1): Refrigeration Engineer

By direct recruitment

Must possess LME qualification, as the case may be with practical experience of one year in operation and maintenance of Electrical Motors and for Refrigeration.

Category (2): Research Chemist

By direct recruitment

Must possess a Bachelor's Degree in Science with Chemistry as one of the subject from a University in India established or incorporated by or under a Central Act, provincial Act or a State Act or any other qualification.

Category (3): Electric Mechanic

By direct recruitment

Must possess an I.T.I, certificate in Electrician trade.

Category (4): Lab Technician, Grade II

(i) By direct recruitment

ii) Must have passed VIII class and possess [two] years’ experience as Lab. Attender.

(ii) Must possess a Trade certificate in Carpentry issued by any I.T.I, in the State or its equivalent examination.

(i) Must have passed SSC or an equivalent qualification.

 

(ii) Must possess a Diploma in Photography or appropriate Branch of Art from the College of Fine Arts or its equivalent qualification.

(i) Must have passed SSC examination or an equivalent qualification.

 

(ii) Must possess a certificate in Cinema Operation issued by the Chief Electrical Inspector to Govt.

Category (4): Artist

Must possess Diploma in Electrical Engineering from the A.P. State Board of Technical Education with (2) years’ experience in L.N. Plant Operation.

Category (2): Engineering Foreman

(ii) Must possess a Trade Certificate in Electrical Trade from any I.T.I. in the State or its equivalent examination.

Category (3): Refrigerator Mechanic including Refrigerator cum-Compressor

(ii) Must have atleast one-year practical experience in dairying and Cattle Management in a Livestock Farm.

Category (5): Flockman, Gr.I.

(i) Must have passed SSC examination or its equivalent qualification.

 

(ii) Must have six years’ experience in Management of Goats and Sheeps preferably from Golla Community.

Category (6): Maistry

(ii) By transfer of a person from A.P. Last Grade Service in the Animal Husbandry Dept.

(i) Must have passed SSC examination or its equivalent qualification.

 

(ii) Must have atleast one-year practical experience in Dairying and Cattle Management or in a Livestock Farm.

Class F:

 

 

Category (1): Statistical Investigator

By promotion of Computer [Statistics]

Must have passed A.H. Departmental Test.

 

Category (2): Computer (Statistics)

(i) By direct recruitment

 

(ii) By appointment by transfer of Junior Assistant

Must possess a Bachelor's Degree, Degree with Maths, Statistics, Economics or Commerce as the main subject from a University in India established or incorporated by or under a Central Act, or Provincial Act or a State Act or any other equivalent qualification.

Note:

Preference shall be given to Candidates Possessing experience in Statistical Analysis and Computation.

Rule 6. Age: -

No person shall be eligible for appointment by direct recruitment, if he has completed 33 years of age, on the 1st day of July of the year in which the notification for selection is made.

Rule 7. Minimum Service: -

No person shall be eligible for appointment by transfer or by promotion unless he is an approved probationer and has put in not less than three years of service in the category from which promotion or appointment by transfer is made.

Rule 8. Probation: -

(a) Every person appointed by direct recruitment to the various posts in this service shall, from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years.

 

(b) Every person appointed to any of the posts either by promotion or by transfer shall, from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.

Rule 9. Training: -

(a) Every person appointed by direct recruitment or by transfer to the posts mentioned below shall undergo training as per such programme and for such periods as indicated in the table below:

(b) Every person appointed by direct recruitment shall, before the commencement of training, execute an agreement bond that he shall serve the Department for a period of three years after the completion of training referred to in sub-rule (a) above.

He is liable to refund to the Government, the pay and allowances or other remuneration received by him in addition to the amount spent by the Government on his training: -


(i) if he fails to serve the department for a period of three years after the completion of his training for any reasons; or

 

(ii) if he discontinued the training or is discharged from training course for misconduct or any other reason; or

 

(iii) if he secures any other employment, elsewhere than under the State Government, with an exception that Enforcement of bond should not be insisted upon in the case of an employee who joins the Central Government/State Government· or Quasi Government Organisation wholly/substantially owned/Financed/ controlled by the Central Government in order to secure employment other than private employment, subject to the condition that fresh bond is taken to ensure that the employee serves the new employer for the balance of the original bond period.

 

(c) The period of training shall count for purposes of probation, increments, leave and pension.

 

(d) A direct recruit who is selected and appointed shall be eligible during the period of training, for the initial pay of the post with usual allowances admissible at the place of training.

 

(e) Departmental personnel who are directly recruited and appointed shall alone get the benefit of TA and other allowances on training.

Rule 10. Tests :-

Every person appointed by direct recruitment to the posts given below shall pass the Animal Husbandry Departmental test indicated against each, within the period of probation.

Provided that the posts of Junior Veterinary Officer, Livestock Assistant, Veterinary Assistant, Statistical Investigator and Computers in the Office of the Director of Animal Husbandry and other State level Offices, notified under A.P.P.E. (OLC & RDRD) Order, 1975 shall be filled by drafting persons from various units of appointment, equitably, on tenure, for a period of not exceeding three years at a time.

Rule 12. Transfers and Postings: -

The appointing authorities specified in column (3) in the table in Rule 3 shall be competent to effect the transfers and postings of persons in the respective categories:

Provided that the Assistant Directors, Deputy Directors and Joint Directors / Regional Joint Directors may effect transfers within their respective jurisdictions with due regard to the unit of appointment specified in column (3) in the table under Rule 11.
