Note 2:
(a) 50% of the substantive vacancies in the category of Veterinary
Assistant, Television Operator, Photo Artists. Milk Recorder, Maistry and
Computer (Statistics) shall be filled by direct recruitment.
(b) The vacancies other than by direct recruitment, for the categories mentioned in (a) above shall be filled in the following order:
Veterinary Assistant:
1st Vacancy: Record Assistants, Attenders
and Lab Attenders, and Maistries from a list of qualified candidates.
2nd Vacancy: Fieldman
3rd Vacancy: Fieldman
The vacancies of Television Operator, Photo Artist, Milk Recorder, Maistry and Computer (Statistics) other than by direct recruitment shall be filled from the feeder categories mentioned in the above table against the respective categories.
Rule 4. Reservation of appointment: -
(i) The rule of Special Representation (General Rules
22 & 22A) shall apply to appointments by direct recruitment to various posts
in this service. Reservation for physically Handicapped persons in respect of
the posts of Vety. Assts., shall be made, provided they fulfil the following: -
(a) Both eyes of the candidates shall not be blind.
(b) In case of visually handicapped category, one eye
shall be perfectly working and the candidate shall otherwise be physically fit.
(c) In case of 2nd category, i.e., Hearing
handicapped, the defect shall be less than 50%.
(d) In the Orthopedically handicapped category, the defect shall be minimum and the selection committee satisfies that the selected candidate can perform his duties without any difficulty.
(ii) The Rule of Special representation (G.R. 22) shall apply to S.C./S.T. employees in promotions.
Rule 5. Qualifications: -
No person shall be eligible for appointment to the categories specified in the column (1) of the following table by the method specified in column (2), unless he possesses the qualifications specified in the corresponding entry in column (3) thereof.

Note:
Rule 6. Age: -
No person shall be eligible for appointment by direct recruitment, if he has completed 33 years of age, on the 1st day of July of the year in which the notification for selection is made.
Rule 7. Minimum Service: -
No person shall be eligible for appointment by transfer or by promotion unless he is an approved probationer and has put in not less than three years of service in the category from which promotion or appointment by transfer is made.
Rule 8. Probation: -
(a) Every person appointed by direct recruitment to
the various posts in this service shall, from the date on which he joins duty,
be on probation for a total period of two years on duty within a continuous
period of three years.
(b) Every person appointed to any of the posts either by promotion or by transfer shall, from the date on which he joins duty, be on probation for a total period of one year on duty within a continuous period of two years.
Rule 9. Training: -
(a) Every person appointed by direct recruitment or by
transfer to the posts mentioned below shall undergo training as per such
programme and for such periods as indicated in the table below:

(b) Every person appointed by direct recruitment shall, before the commencement of training, execute an agreement bond that he shall serve the Department for a period of three years after the completion of training referred to in sub-rule (a) above.
He is liable to refund to the Government, the pay and allowances or other remuneration received by him in addition to the amount spent by the Government on his training: -
(i) if he fails to serve the department for a period
of three years after the completion of his training for any reasons; or
(ii) if he discontinued the training or is discharged
from training course for misconduct or any other reason; or
(iii) if he secures any other employment, elsewhere
than under the State Government, with an exception that Enforcement of bond
should not be insisted upon in the case of an employee who joins the Central
Government/State Government· or Quasi Government Organisation
wholly/substantially owned/Financed/ controlled by the Central Government in
order to secure employment other than private employment, subject to the condition
that fresh bond is taken to ensure that the employee serves the new employer
for the balance of the original bond period.
(c) The period of training shall count for purposes of
probation, increments, leave and pension.
(d) A direct recruit who is selected and appointed
shall be eligible during the period of training, for the initial pay of the
post with usual allowances admissible at the place of training.
(e) Departmental personnel who are directly recruited and appointed shall alone get the benefit of TA and other allowances on training.

Rule 12. Transfers and Postings: -
Provided that the Assistant Directors, Deputy
Directors and Joint Directors / Regional Joint Directors may effect transfers
within their respective jurisdictions with due regard to the unit of
appointment specified in column (3) in the table under Rule 11.
