ORDER:
The following notification shall be published in the Andhra Pradesh Gazettee:-

NOTIFICATION
In exercise of the powers conferred by the provision to Article 309 of the Constitution of India and of all other powers hereunto enabling, and also in supercession of the rules issued with G. O. Ms. No. 288, General Administration (SC.D) Department, dated 17th April, 1980 as amended subsequently, the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Anti-Corruption Subordinate Service.
RULES

1.   Constitution:

The service shall consist of the following categories of posts in the Andhra Pradesh Anti-Corruption Subordinate Service.

2.   Method of appointment and appointing authority:

Subject to the other provisions in these rules, the method of appointment and appointing authority for the several categories shall be as follows: -

Class A:

1. Sub Inspector

 

By transfer on tenure of a Sub Inspector of Police in the Andhra Pradesh Police Subordinate Service.

 

Additional Director / Joint Director of Anti – Corruption Bureau.

2. Assistant

Sub- Inspector

By transfer on tenure of an Assistant Sub Inspector of Police in the Andhra Pradesh Police Subordinate Service

Additional Director/Joint Director of Anti – Corruption Bureau.

3. Head Constable

By transfer on tenure of a Head Constable of Police in the Andhra Pradesh Police Subordinate Service.

Additional Director / Joint Director of Anti – Corruption Bureau.

4. Constable

By transfer on tenure of a Constable in the Andhra Pradesh Police Sub0ordinate Service.

Additional Director / Joint Director of Anti – Corruption Bureau.

Class – B:

1. Photographer

 

(i) By Promotion of Dark Room Assistant (Category 4 of this class (B) 

(ii) If no qualified and suitable Dark Room Assistant is available for promotion, by transfer on tenure of a photographer of equivalent grade from the Police Department or from any other department of the State Government. 

(iii) If no suitable candidate is available for appointment by method (i) and (ii) above, by direct recruitment.

2. Radio Technician

By transfer on tenure of a Radio Technician in the Police Wireless Organization of the State Police Department.

3. Driver

(i) By appointment by transfer from the category of Attender in the Andhra Pradesh Last Grade Service in the Anti-Corruption Department.

(ii)  If no qualified and suitable candidate is available for appointment by method (i) above, by transfer on tenure of a Driver by whatever designation known, of the Police Department.

4. Dark Room Assistant

(i) By appointment by transfer from the category of Attender in the Andhra Pradesh Last Grade Service of the Anti- Corruption Department.

 

(ii) If the qualification and suitable candidate is available for appointment by method (i) above, by direct recruitment.

Additional Director / Joint Director of Anti – Corruption Bureau.

5. Book Binder

(i)  By appointment by transfer from the category of Attender in the Andhra Pradesh Last Grade Service of the Anti-Corruption Department.

 

(ii)  If no qualified and suitable candidate is available for appointment by method (i) above, by direct recruitment.

3.   Period of Tenure:

The appointment on tenure to any post in the Service shall not ordinarily be for more than five years at a time.

Provided that for any officer who is promoted on out of turn seniority basis in the parent department, the total tenure shall not exceed eight (8) years.

Provided further that nothing in this rule shall preclude the Director of Anti- Corruption Bureau, from repatriating the persons taken on tenure basis, to their parent Department before the expiry of the period of tenure, if it is considered necessary in Public Interest.

4.   Qualifications:

No person shall be eligible for appointment to the categories specified in Column (1) of the Annexure to these rules by the method specified in column (2) unless he possesses the qualifications specified in the corresponding entry in Column (3) thereof.

5.   Reservation of appointment:

The rule of special representation (General Rule 22) shall apply to appointments by direct recruitment to any post in the service provided that no reservation shall be made for physically handicapped persons.

6.   Age:

No person shall be eligible for appointment by direct recruitment, if he has completed 28 years of age on the first day of July of the year in which the notification for selection is made.

7.   Minimum Service:

No person shall be eligible for appointment by transfer or pr0omotion, unless he is an approved probationer and has put in not less than three years of service in the category from which appointment by transfer or promotion is made.

8.   Probation:

(a)     Every person appointed by direct recruitment to any post in the service shall, from the date on which he commences probation, be on probation for a total period of two years on duty within a continuous period of three years.

 

(b)     Every person appointed to any of the posts either by promotion or by transfer shall, from the date on which he commences probation be on probation for a total period of one year on duty with a continuous period of two years.

9.   Unit of appointment:

The entire Anti-Corruption Department including all its Subordinate Offices shall constitute one Unit.

(i) Must have passed 10th Class Examination or an equivalent qualification.

(ii) Must possess three years’ experience in photography in a reputed photo studio.

(3) Driver

By appointment              by transfer

(i)  Must have passed 8th Class Examination.

(ii)   Must possess a valid Driving license and should be able to attend to emergency repairs of vehicles at bread-down.

(iii) Must have a minimum experience of three years in driving motor vehicles.

(4) Dark Room Assistant

By Direct Recruitment / By transfer.

(i)   Must have passed 8th Class Examination

(ii) Must possess two years’ experience in developing enlarging, printing, etc., of Photos in a reputed Photo studio.

(5) Book Binder

By direct Recruitment / By transfer.

(i) Must possess a trade Certificate in Book Binding issued by any Industrial Training Institute in the state or its equivalent examination.
