O R D E R:

The following notification will be published in the Andhra Pradesh Gazette.

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the constitution of India and in supersession of the special Rules / Adhoc Rules governing the posts in the Service, the Governor of Andhra Pradesh hereby makes the following special Rules for the Andhra Pradesh Archaeology and Museums service.

RULES

1.    Short title and commencement:

These rules shall be called the Andhra Pradesh Archaeology and Museums Service Rules.

2.    Constitution:

The service shall consist of the following classes and categories of posts in the Andhra Pradesh Archaeology and Museums Service:

Class-A:
Category (1) : Director of Archaeology and Museums
Category (2A) : Joint Director of Archaeology and Museums.
Category (2B) : Deputy Director of Archaeology and Museums (Technical), including Deputy Director (Projects), Deputy Director (Epigraphy), Deputy Director (Museums) - formerly designated as chief Technical Officer, Project Officer (Polavaram Project) Chief Epigraphical officer and Chief Museums Officer, respectively.
Category (3) : Assistant Director of Archaeology and Museums (Technical) including Assistant Director (Epigraphy) Assistant Project officer (Technical), Assistant Director (Excavation and Sub-Offices), Assistant Director (Museums)(Curator), Registering officer, Assistant Director (Srisailam project and Research and Training Officer, Librarian (Gazetted) - Added by G.O.Ms. No. 34, Y.A.T. & C (T), dt. 15-12-2009.
Class-B:
Category (1) : Deputy Director of Archaeology & Museums (Engineering) - formerly designated as Archeological Engineer.

Category (2) : Assistant Director of Archaeology & Museum (Engineering) - formerly designated as Assistant Director (Conservation) and Assistant Director (S.M.C).

Class-C:
Category (1) : Deputy Director of Archaeology & Museums (Administration) - formerly designated as Chief Administrative Officer.

Category (2) : Assistant Director of Archaeology & Museum (Administration) - formerly designated as Assistant Director (Administration) and Assistant Project Officer (Administration).

Class- D:  
Category (1) : Deputy Director of Archaeology and Museums (Archaeological Chemistry) - Formerly designated as Chief Chemist.

Category (2) : Assistant Director of Archaeology and Museums (Archeological Chemistry) - formerly designated as Chief Chemist upgraded to that of Assistant Director.

3.    Method of Appointment and Appointing Authority:

The method of appointment and appointing authority for the several categories shall be as follows:

Note-1: For promotion to the Category of Director of Archaeology and Museums under Method (ii) and for promotion to the Category of Joint Director of Archaeology and Museums a combined seniority list of persons in Category 2B of Class-A and Category-1 of Class-B and Category (1) of Class-C and Category I of Class-D class be prepared with reference to their dates of appointment to the respective category - Subs. Note-2: The appointment by transfer to the Category of Assistant Director of Archaeology and Museums (Engineering) Category 2 of class-B) shall be made from the combined seniority list of Head Draughtsman, Conservation Assistant, Supervisor and Additional Assistant Engineer (SSP) prepared with reference to their dates of appointment to the respective categories.

4.    Qualifications:

No person shall be eligible for appointment to the post of Director either by promotion or by Director recruitment unless he possesses a Ph.D. Degree in Archaeology or History or Indology of Arthrography from any University in India established or incorporated by or under a central Act, or provincial Act or a State Act or an Institution recognized by the university Grants Commission.

5.    Age:

No person shall be eligible for appointment by direct recruitment to the post of Director if he has completed 40 years of age on the first day of July of the year in which the notification for selection is made.

6.    Minimum Service:

No person shall be eligible for appointment by transfer of promotion unless he has put in not less than three years of service in the Category from which promotion or transfer is made.

7.    Probation:

a) Every person appointed by direct recruitment to the post of Director shall, form the date on which he commences his probation on probation for a total period of two years on duty within a continuous period of three years.

b) Every person appointed to any of the posts either by promotion or by transfer shall, from the date on which he commences his probation be on probation for a total period of one year on duty within a continuous period of two years.

8.    Training:

Every person appointed by transfer to the post of Assistant Director of Archaeology and Museums (Technical Category-3 of class A) Shall undergo, immediately after appointment, a course of training for a period of six months as per such programme and syllabus as may be prescribed by the Director and Archaeology and Museums from time to time. Such training period will count towards probation.

9.    Tests:

a) No person shall be eligible for promotion or appointment by transfer unless he has passed the accounts test for Executive or Accounts Test for Subordinate Officers, Parts I&II.

b) Every person appointed by direct recruitment shall pass the Account test for Executive officers or Account Test for Subordinate Officers, Part I& II during the period of Probation.
