In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling and in supersession of the rules issued in the G.O.Ms.No. 87, Home (SCB) Dept., dated 6-2-1980 as subsequently amended, the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Civil Defence service.

Rule 1. Short title: -

These rules shall be called the Andhra Pradesh Civil Defence Service Rules, 1989.

Rule 2. Constitution: -

The service shall consist of the following categories of posts, in the Andhra Pradesh Civil Defence Service.
1. Vice-Principal                                                                     --- Category I
2. Instructor in Drill and Arms                                           --- Category II
3. Lecturer in Fire-Fighting & Rescue                               --- Category III
4. Lecturer in First Aid and Home Nursing                      --- Category IV
5. Administrative Officer                                                      --- Category V

Rule 3. Method of appointment and appointing authority: -

Subject to the other provisions in these rules, the method of appointment and the appointing authority for the several categories shall be as specified in the table below: -

By appointment on tenure basis of a Dy. Collector of the Revenue Dept.

2. Instructor in Drill and Arms.

By appointment on tenure basis of an Inspector or Reserve Inspector of Police of Police Department.

Principal, Civil Defence and Emergency Relief Training Institute, Hyderabad. 

3. Lecturer in Fire Fighting & Rescue.

By appointment on tenure basis of a Divnl. Fire Officer of the Fire Service Department.

Principal, CD & ERTI / Hyderabad.

4. Lecturer in First Aid and Home Nursing.

By appointment on tenure basis of a Civil Asst. Surgeon of the Medical and Health Department.

Principal, CD & ERTI/Hyderabad.

5. Administrative
Officer.
(i) By appointment by transfer of Superintendent in the A.P. Ministerial Service in the Civil Defence Emergency & Relief Training Institute, Hyderabad.
(ii) If a qualified person in the category of Supdt. in A.P. Ministerial Service is not available or if qualified person is not found suitable, by appointment on tenure basis of a Tahsildar of the Revenue Dept. or of a Section Officer of the AP. Secretariat other than Law and Finance & Planning (FW) Dept.

Rule 4. Minimum Service: -

No person shall be eligible for transfer on tenure or for appointment by transfer unless he has put in not less than three years of service in the category from which transfer is made.

Rule 5. Qualifications: -

No person shall be eligible for appointment to the category specified in Column (1) of the Annexure by the method specified in the corresponding entry in Column (2) unless he possesses the qualifications specified in the corresponding entry in Column (3) thereof.

Rule 6. Period of tenure and age: -

(i) The tenure of Officers taken on transfer from other departments of State Government shall not ordinarily exceed three years at a time.

Rule 7. Probation: -

Every person appointed to the post of Administrative Officer by transfer from the category of Superintendent shall, from the date on which he joins duty be on probation for a total period of one year on duty within a continuous period of two years.

Rule 8. Transfers and postings: -

The appointing authorities specified in Column (3) in the Table under Rule 3 shall be competent to effect the transfers and postings of persons in the respective categories.

III. Lecturer in Fire Fighting and Rescue.

By transfer on tenure basis.

Must have undergone training at the National Civil Defence College, Nagpure or Civil Defence and Emergency Relief Training Institute, Hyderabad. 

V. Administrative Officer.

By appointment by transfer of Supdt. in the A.P. Ministerial service or by transfer on tenure basis of a Tahsildar of Revenue Dept., or of Section Officer of A.P. Secretariat except Law and Finance and Planning (FW) Dept.

(i) Must have passed Accounts Test for Subordinate Officers Part-I or Accounts Test for Executive Officers. 

(ii) Must have undergone of training in the Civil Defence and Emergency Relief Training Institute, Hyderabad.
