In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, and in supersession of the Special Rules issued in the G.O.Ms.No. 6, Home (SCB) Dept., dated 2-1-80 and published at pages 421-422 of the Andhra Pradesh Gazette No. 14 dated 3-4-1980 as subsequently amended, the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Civil Defence Subordinate Service, namely-

Rule 1. Constitution: -

The service shall consist of the following categories of posts in the Andhra Pradesh Civil Defence Subordinate Service: -
(i) Category 1       ---        Demonstrator in Fire Fighting & Rescue.
(ii) Category 2     ---        Draughtsman.
(iii) Category 3    ---        Leading Fireman.
(iv) Category 4    ---        Nursing Orderly.
(v) Category 5     ---        Fireman.

Rule 2. Method of appointment and appointing authority: -

Subject to the other provisions in these rules, the method of appointment and appointing authority for the several categories shall be as follows: -

1. Demonstrator in Fire-fighting and Rescue.

(i) By appointment on tenure basis of Station Fire Officer of the Fire Service Department.

 

(ii) By appointment by promotion from category (3) in Andhra Pradesh Civil Defence Subordinate Service. 

Principal, Civil Defence and Emergency Relief Training Institute, Hyderabad.

2. Draughtsman

By appointment on tenure basis of a Junior Draughtsman of the Survey and Settlement Department.

3. Leading Fireman

(i) By appointment on tenure basis of Leading Fireman of Fire Services Department. 
(ii) By appointment by promotion from Category (5) of the A.P. Civil Defence Subordinate Service.

4. Nursing Orderly

(i) By appointment on tenure basis from the Nursing Orderly of Medical and Health Department. 
(ii) If no suitable person is available for appointment by transfer on tenure basis from Medical and Health Department, by direct recruitment.

5. Fireman

By appointment on tenure basis from the Fireman of the Fire Service Department.

Rule 3. Period of tenure: -

The person taken on transfer on tenure basis from other departments of State Government shall not ordinarily exceed the period of three years at a time.

Rule 4. Qualifications: -

No person shall be eligible for appointment by direct recruitment to the category of Nursing Orderly unless he has passed the 8th class examination from a school recognised by the Government of Andhra Pradesh and possesses the Indian Army 3rd class English Certificate of Education.

Rule 5. Reservation of appointment: -

The Rule of Special Representation (General Rule 22) shall apply to appointment by direct recruitment to the post of Nursing Orderly provided that no reservation shall be made for physically handicapped persons.

Rule 6. Age: -

(a) No person shall be eligible for appointment by direct recruitment if he has completed 28 years of age on the first day of July of the year in which the notification for selection is made.
 
(b) No person who has completed 45 years of age shall be taken on transfer on tenure basis.

Rule 7. Minimum Service: -

No person shall be eligible for transfer on tenure basis unless he has put in not less than three years of service in the category from which transfer is made.

Rule 8. Probation: -

Every person appointed by promotion to any of the post shall, from the date on which he commences probation shall be on probation for a total period of one year on duty within a continuous period of two years and a person appointed by direct recruitment to any of the post shall from the date on which he joins duty be on probation for a total period of two years on duty within a continuous period of three years.
