G.O.Ms.No. 69, Employment, Generation & Youth Services (KV I), Dt. 3-11- 1992, published in A.P. Gazette, Part I, Dt. 31-12-92.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling, and in supersession of the Ad hoc rules issued in G.O.Ms.No. 685, Education, dated the 16th March, 1966 and G.O.Ms.No. 364, Education, dated the 9th April, I 974 the Governor of Andhra Pradesh, hereby, makes the following Special Rules for the Andhra Pradesh State National Cadet Corps Subordinate Service.

Rule 1. Constitution: -

The service shall consist of the following categories of posts: -

Category 1: Public Relations Officer

Category 2: Ship-modelling Mechanic-cum-Store-keeper

Category 3: AeoroJ11odelling Instructor-cum-Store-keeper

Category 4: Saddlers

Category 5: Farris

Rule 2. Method of Appointment and Appointing Authority: -

Subject to the other provisions in the rules, the method of appointment and appointing authority for the, several categories shall be as follows: -

1. Public Relations Officer

1. By recruitment by transfer from the category of Supdts., in the National Cadet Corps Department.

2. By transfer from the A.P. Information Subordinate Service on tenure if no suitable and qualified Supdt., is available in the National Cadet Corps Department.

2. Ship modelling

1. By direct recruitment.

2. By recruitment by transfer from the Senior Assts., and Junior Assts., in the National Cadet Corps Dept.

Note: Preference shall be given to qualified Ex-serviceman or Ex-National Cadet Corps Cadets with 'C' Certificate.

2. By recruitment by transfer from Members of the A.P. Last Grade Service in the National Cadet Corps Department.

5. Farriers

Rule 3. Qualifications and Age: -

(a) No person shall be eligible for appointment to the Category specified in column (1) of the Annexure, by the method specified in the corresponding entry in column (2) unless he possesses the qualifications specified in the corresponding entry in column (3) thereof.

 

(b) A candidate for appointment by direct recruitment to the posts in categories 2 and 3 must not have completed 28 years of age and to the pots in categories 4 and 5 must not have completed 35 years on first July of the year in which the selection is made.

Rule 4. Minimum Service: -

No person shall be eligible for appointment by transfer unless he has put in not less than three years of service in the category from which recruitment by transfer is made.

Rule 5. Probation: -

Every person appointed to any post in the service shall, from the date on which he commences probation, be on probation, for a total period of one year on duty within a continuous period of two years, if appointed by transfer, and for a total period of two years, on duty within a continuous period of three years, if appointed by direct recruitment.

Rule 6. Security Deposit: -

The holders of the posts of Ship-modelling Mechanic-cum-Store Keeper and Aeromodelling Instructor-cum-Store Keeper shall furnish a personal security bond for Rs. 5,000 (Rupees five thousand only) and also Security Deposit of Rs. 5,000 within a period of two months from the date of appointment.

Rule 7. Unit of Appointment: -

For purpose of recruitment, appointment, discharge for want of vacancy, reappointment, seniority, promotion, transfer and posting and appointment as full member to the post specified in column (2) of the table below, the unit of appointment shall be as specified in column (3) thereof: -

Zone-VI:
Comprising the Districts of Nizamaoad, Mahaboobnagar, Medak, Nalgonda and Ranga Reddy (excluding such areas as form part of the City of Hyderabad with effect from 15-8-1978)

Zone-VII:
City of Hyderabad as defined in the First Schedule to the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975.

(1) Each of the Revenue Districts except Hyderabad and Ranga Reddy Districts.

(2) Ranga Reddy District (excluding the area falling in the City of Hyderabad; and

(3) City of Hyderabad as defined in First Schedule to the A.P. Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975.

1. SSC or its equivalent.

2. A thorough knowledge of internal combustion engines used ship models.

3. Practical experience in ship modelling viz., ability, to impart theoretical knowledge and to demonstrate construction and actual handling of models.

4. A good working knowledge of Telugu, English and Hindi.

5. Diploma/Certificate in Ship modelling issued by the India Hobby Centre, Calcutta or any other reputed firms dealing with modelling goods of having completed successful training, in Ship modelling goods.

6. Preference shall be given to NCC, Naval Unit Cadets passed in Certificate Examinations (Certificates A, B &bC).

3. Aeromodelling
Instructor-cum-Store Keeper

By direct recruitment or by recruitment by transfer

1. SSC or its equivalent.

2. Practical experience in Aeromodelling viz., ability to impart theoretical knowledge and to demonstrate construction and actual flying of models.

3. A good working knowledge of Telugu, English and Hindi.

4. Diploma/Certificate in Aeromodelling issued by the India Hobby Centre, Calcutta or any other reputed firms dealing with modelling goods of having completed successful training in Aeromodelling goods.

5. Preference shall be given to NCC, Air Wing Cadets passed in Certificate Examinations (Certificates A, B and C)

4. Saddlers

By direct recruitment or by recruitment by transfer

1. Should be able to read and write the language or one of the languages of the district (as in appendix) in which appointment is to be made.

2. Should pass a trade test conducted by a Board of Officers. Must be able to make up complete riding saddle, only the saddle tree, iron and brass work being provided.

3. Must be competent at work in canvas up a valise.

4. Must be able to select and cut leather with judgement and economy.

5. Farriers

By direct recruitment or by recruitment by transfer

1. Should be able to read and write the language or one the languages of the District (as in appendix) in which appointment is to be made.

2. Should pass a trade test conducted by a Board of Officers. Must have a sound knowledge of the following in respect of horse or mule: -

(i) the anatomy of the foot the diseases of and accidents to the same and their first aid and treatment.

(ii) the correction of unshoed, over grown, twisted and contracted feet and should be able to detect lameness.

3. Must be able to make any regulation pattern shoe from iron or old shoes.

4. Must be able to make any special shoe such as bar shoe and brushing shoe, from a dimensioned drawing and from bar from or old shoe.

5. Must be able to prepare and fit a shoe apt or cold to a horse mules nail on, and finish off in 3 hours.

6. Must be able to trim and keep in satisfactory condition the feet of unshoed animal.

7. Must be able to make Famier Farrier's tools such as pritchleM stamp full and buffer.

8. Must be able to help securing of animals for operation.
