The following Notification will be published in the Andhra Pradesh Gazette:

NOTIFICATION
In exercise of the powers conferred by the proviso to
article 309 of the Constitution of India, the Governor of Andhra Pradesh hereby
makes the following Special Rules for the Andhra Pradesh Sainik Welfare Subordinate
Service.
1.
Short
title and commencement:
(1) These rules shall be
called the Andhra Pradesh Sainik Welfare Subordinate
Service Rules, 1989.
(2) They shall be deemed to
have come into force on the 25th July, 1984. Provided that the
qualifications, age etc., in these rules shall not adversely effect the persons already holding the post.
2.
Constitution:
This service shall consist of the posts of Welfare Organisors.
3.
Appointing Authority:
The appointing authority in respect of the post of Welfare Organizer
shall be the Zilla Sainik Welfare Officer of the concerned district.
4.
Method
of appointment and qualifications:
The method of appointment to the post of Welfare Organizer shall be
by direct recruitment. No person shall be eligible for appointment as a Welfare
Organizer unless: -
(a) He had served as an Ex-Servicemen.
(b) He has passed Intermediate Examination or
its equivalent examination.
(c) He is able to read, write and speak Telugu language.
5.
Age:
No person shall be eligible for appointment by direct recruitment to
the post of Welfare Organizer if he has completed 45 years of age on the first
day of July, of this year in which the notification for selection is made.
6.
Probation:
Every person appointed by direct recruitment to the post of Welfare
Organizer shall be on probation for a total period of two years on duty within
a continuous period of three years.
7.
Unit
of appointment:
For purpose of recruitment, appointment, discharge for want of
vacancy, reappointment, seniority, promotion, transfer and posting and
appointment as full member, each Revenue District shall be the Unit of
appointment.
