Note-1: Thirty per cent of the number of substantive vacancies of posts shall be filled by direct recruitment for the categories for which the method of appointment is by direct recruitment and by promotion; or by direct recruitment and appointment by transfer:
Provided that if a qualified person is not available either for promotion or for appointment by transfer, such vacancy shall also be filled by direct recruitment.
Note-2: For purposes of appointment by promotion to the category of Photographer (Category (4) of Class-A), a combined seniority list of Projectionist (Category 6 of ClassA), and Photo Assistant (Category 7) of Class-A shall be prepared.
Note-3: The seniority of the persons appointed to different posts in Category (1) of Class-A shall be maintained post-wise.
Rule 4. Qualifications: -
No person shall be eligible for appointment to the category specified in Column (1) of the Annexure to these rules by the method specified in Column (2) unless he possesses the qualifications specified in the corresponding entry in Column (3) thereof.
Rule 5. Age: -
No person shall be eligible for appointment to the post by direct recruitment if he has completed 28 years of age on the first day of July of the year in which the notification for selection is made. However, in respect of SC/ST candidates, the upper age limit as provided in the A.P.S. & S.S. Rules shall be followed.
Rule 6. Minimum Service: -
No person shall be eligible for appointment by transfer or promotion unless he has put in not less than three years of service in the category from which promotion or transfer is to be made.
Rule 7. Probation: -
(a) Every person appointed by direct recruitment to any of the posts shall, from the date on which he commences probation, be on probation for a total period of two years on duty within a continuous period of three years.
(b) Every person appointed any of the posts either by promotion or transfer shall, from the date on which he commences probation be on probation for a total period of one year on duty within a continuous period of two years.
Rule 8. Training: -
(a) Every person appointed by direct recruitment to the post of Technical Assistant (Category (1) of Class-A) shall undergo immediately after appointment a course of integrated training for such period and as per such programme and syllabus as may be prescribed by the Director of Archaeology and Museums from time to time.
(b) Every person appointed by direct recruitment shall before the commencement of training execute an agreement bond that he shall serve the department for a period of three years after the completion of training referred to in sub-rule(a). He will be liable to refund to the Government the pay and allowances or any other remuneration received by him in addition to the amount spent by the Government in his training-
(i) if he fails to serve the Government for a period
of three years after the completion of his training for any reasons; or
(ii) if he discontinues the training or is discharged
from training course for misconduct or any other reasons; or
(iii) if he secures any other employment elsewhere than under the State Government.
(c) The period of training shall count for purposes of probation, increments, leave and pension.
Rule 9. Unit of Appointment: -
For purposes of recruitment, appointment, discharge for want of vacancy, reappointment, seniority, promotion, transfers and postings and appointment as full member to the post specified in Column (2) of the table below the unit of appointment shall be as specified in Column (3) thereof: -

Rule 10. Rule of Reservation:
For filling up any post in the service by Direct Recruitment, the rule of reservation for SC/ST/BC/ Women as provided in Rule 22 of A.P. State and Subordinate Services Rules, as amended from time to time, shall be followed.
